About The Position

ProSidian seeks an Earned Value Management Specialist for Program Support on an Exempt 1099 Contract basis. This role is primarily remote within the USA, with expected on-site meetings. The specialist will support the U.S. Department of Energy's Loan Programs Office (LPO), which provides debt financing for large-scale energy infrastructure projects. The position is aligned with the GSA Labor Category: Senior Consultant II and requires relevant experience in the Energy Industry (Oil, Gas/Power, Utilities). The role involves providing Independent Engineering (IE) advisory services within the Construction Engineering & Monitoring Support functional area, focusing on Risk Management solutions. Key activities include performance measurement and forecasting, analyzing cost and schedule performance, progress curves, earned value metrics, and forecast variances. The specialist will review project documentation, evaluate interfaces, identify risks, validate assumptions, and prepare reports on earned value, baseline performance, cost/schedule variance, and forecast-to-complete metrics. Coordination with various stakeholders (engineering, finance, legal, construction, operations, environmental, HSE, project controls) is essential to support lender and DOE decision-making. The work is typically performed remotely and at project sites nationwide.

Requirements

  • Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or related field.
  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
  • Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Proficiency with business tools and technology, including Microsoft Office (advanced Excel, Access, Outlook, PowerPoint, Word), Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn other tools as needed.

Nice To Haves

  • Relevant certifications such as PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP preferred.
  • Functional and technical area expertise in the Energy Industry (Oil, And Gas/Power, And Utilities) Sector.

Responsibilities

  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on earned value, baseline performance, cost and schedule variance, and forecast-to-complete metrics.
  • Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, validates assumptions, supports conditions precedent and disbursement readiness reviews where applicable, and prepares defensible work products including EV reports, CPI/SPI trends, baseline change review, and project controls dashboards.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • Measures cost and schedule performance, progress curves, earned value metrics, and forecast variances.
