About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. Early Intervention Service Coordinators (EISCs) are the heart of Early Intervention! They provide service coordination for children in the North Carolina Infant-Toddler Program (NC ITP) and support to their families and caregivers. Research shows that birth to three is a critical period for working with families to support their competence and confidence as their child’s first and most important teacher. The North Carolina Early Intervention Section (NC EIS) is a part of the Division of Child and Family Well-Being. The NC EIS is the lead agency for the NC ITP which provides supports and services for families and their children, birth to three, who have developmental delays and/or disabilities. Children's Developmental Services Agencies (CDSAs) are the local agencies that implement the NC ITP across North Carolina, working with local service providers to help families help their children succeed. This Early Intervention Service Coordinator position is located at the Onslow County Office of the New Bern CDSA. The New Bern CDSA serves children and families that reside in Carteret, Craven, Jones, Lenoir, Onslow, and Pamlico Counties. This position will require traveling in this six-county catchment area. The Division of Child and Family Well-Being focuses on supporting whole child and family health and well-being for North Carolinians. This division works to ensure that North Carolina’s children grow up safe, healthy and thriving in nurturing and resilient families and communities. The Division of Child and Family Well-Being (DCFW) brings together complementary NC Department of Health and Human services to support North Carolina’s children growing up safe, healthy, and thriving in nurturing and resilient families and communities. The North Carolina Early Intervention Branch (NCEI) is a part of the N.C. Division of Public Health. It is the lead agency for the N.C. Infant-Toddler Program (ITP). The Infant-Toddler Program provides support and services for families and their children, birth to three who have special needs. Research shows that this time period is critical. It offers a window of opportunity to make a positive difference in how a child develops and learns. Children's Developmental Services Agencies (CDSAs) across North Carolina work with local service providers to help families help their children succeed.

Requirements

  • Bachelor's degree in Special Education, Elementary Education or Early Childhood Education, Psychology from an appropriately accredited institution and two years of professional experience working with the population served.
  • OR Bachelor's degree in human services field from an appropriately accredited institution and three years of professional experience working with the population served.
  • OR An equivalent combination of education and experience.

Nice To Haves

  • Experience working with children in the age range birth to age 3 and their families, including children with developmental delays.
  • Working knowledge of young child development, including developmental milestones.
  • Experience working with and collaborating with families and other professionals.
  • Working knowledge of evidence-based practices used in working with young children and families, such as natural learning environment practices and caregiver coaching.

Responsibilities

  • Working with families and team members to develop functional Individualized Family Service Plans (IFSPs)
  • Working with multi-disciplinary teams to determine families’ needs for supports and services
  • Conducting home visits
  • Coordinating services, such as speech and physical therapy
  • Arranging and monitoring other early intervention services
  • Planning for transition to other services at age three
