This position is related to the EI Data System, which provides data used by management and external stakeholders to meet Federal reporting requirements for rating the EI program, identify support needed by EI Brokers, ensure families know their rights related to early intervention and can convey their level of satisfaction through data collection, and work with EI Unit staff to provide data and information that guides overall program work. Management has delegated this position as the staff authority over data entry, billing data and invoicing, end-user training, and system debugging. This position is responsible for training direct service providers on billing and providing expertise in the data system invoicing process. It also trains and provides technical assistance to EI Brokers, Evaluation Entities, and direct service providers who are responsible for entering invoice data, which ensures payments each month. This position administers training support and technical assistance for the EI Unit in the areas of data compliance, local EI staff competencies, and other quality assurance initiatives. The position facilitates monthly follow-up on data corrections and serves as the first-level contact for EI Brokers to provide technical assistance and guidance regarding access, data entry training, access to training materials, interpreting error messages, and addressing billing questions. The position coordinates the testing of enhancements and hotfixes across multiple environments in the EI Data System. The position develops documentation and communication of scheduled data system releases, hosts office hours, and develops and updates user guides to post in the EI Unit’s Knowledge Management system. Additional position duties include, but are not limited to: using knowledge of the EI program to ensure that data entered into the system is accurate, reflecting the program's performance; providing directions to EI Broker staff on the use of the EI Data System in entering Part C Indicator data to ensure accurate data is available for program monitoring activities; providing directions to EI Broker staff and direct service providers on the use of the EI Data System related to entering invoicing; meeting regularly with the Intake Supervisor and Evaluations Administrator to review program data entry and workflow, and identify areas for programmatic technical assistance; teaching EI Broker staff how to access and use reports and dashboards for case management of children enrolled in the EI program; collaborating with EI Unit staff and EI Brokers to determine needed reports and working with the Data Reporting Analyst to create additional reports available to end users and, from the user interface perspective to ensure accurate data entry, and training staff on how to run available reports; providing expert knowledge for EI Brokers entering child information into the data system in accordance with Part C of IDEA requirements; collaborating with the EI Part C Program Administrator as the primary point of contact for Federal Part C Indicators, ensuring 100% timely and accurate data entry; ensuring program data accuracy for federal reporting, monitoring, and external partners for compliance with the Data Sharing Agreement and Memorandum of Understanding requirements; ensuring data is shared with the CO Department of Education as outlined in the CDEC/CDE Transition Memorandum of Understanding; delivering initial training and technical assistance to EI Brokers, Evaluation Entities, and internal EI Care Navigation staff as needed; and through conference calls, webinars, on-site targeted training, and technical assistance activities, working with EI Broker staff and Evaluation Entities to ensure timely, accurate, and reliable data. The position is also responsible for teaching EI Broker staff how to access and use reports and dashboards for case management of children enrolled in the EI program.
