About The Position

The World Bank Group is seeking an Extended Term Consultant (ETC) to support project management, technical, and analytical tasks for the lending and advisory portfolio in the Latin America and Caribbean (LAC) region, with a specific focus on Ecuador and Peru, and one other country (e.g., Chile or Bolivia). The role involves contributing to the energy sector's development, focusing on improving energy security, efficiency, financing, reforms, and climate change resiliency. The ETC will work closely with task team leaders and management, engaging with government authorities and other stakeholders. The position is for an initial term of 12 months, extendable by another 12 months.

Requirements

Master’s degree in law, or equivalent areas relevant for energy/extractives sector development.
At least 5 years of combined experience in power and gas sector companies and international financial institutions with a demonstrated track record of successful engagement in preparation and implementation of projects and analytical work.
Solid understanding of energy technologies, laws and regulations, policies and plans, and institutional development needed to support development and for the success of project and analytic work.
Experience in conducting legal and regulatory reviews applied to energy sector projects, particularly on natural gas, and electricity transmission and distribution.
Experience working on a variety of energy topics and reviewing analytical work including related to natural gas, electricity transmission and distribution, energy efficiency, energy subsidy and tariff reform, and energy sector policy, and electricity market legal and regulatory matters.
Proven experience providing legal and regulatory guidance to public and private sector clients in the energy sector.
Ability to work under tight deadlines, manage multi-task requirements and a high degree of pro-activity and initiative.
A track record of ability to produce high-quality project and technical assistance related written products.
Strong research and analytical skills with demonstrated ability to deliver solid analytical work.
Computer skills, such as Word, Excel spreadsheets, PowerPoint, web-based research, Microsoft Outlook, etc.
Excellent interpersonal and communications skills and proven track record of effective communication with clients and with world bank task team, including demonstrated ability to build strong partnerships with clients and colleagues across units and departmental boundaries in a multi-cultural environment with virtual teams located in different countries.
Proven ability to work in a team and intercultural environment.
Ability to lead elaboration and implementation of operational and analytical activities, with capacity to engage in effective collaborations.
Proficiency in spoken and written Spanish and English.

Nice To Haves

Experience providing legal and regulatory advice for projects and programs financed by Multilateral Development Banks is desirable.
Familiarity with World Bank project cycle, as well as policies and procedures would be desirable.
Experience in development of World Bank projects is a plus.
Knowledge and Experience in Development Arena - Translate technical knowledge into practical applications and contributions to country and sector strategies.
Integrative Skills - Understand relevant cross-sectoral areas how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations.
Energy Sector Technologies - Experience applying knowledge (e.g., natural gas generation and transport, electricity transmission and distribution, renewable energy generation; energy efficiency and other innovative technologies to support project preparation and implementation and legal and regulatory and policy-related advice.
Energy Law, Regulations, and Policy, Strategy and Institutions - Understanding of energy sector laws, regulations, and policies, strategies, and institutions.
Proactivity and problem solving – Engage with the client on regular basis to identify and help resolve issues on lending and at the policy level under the guidance from experienced specialists.

Responsibilities

Contribute to operational tasks linked to the energy program in Ecuador and Peru and other energy programs in the LAC region, including legal and regulatory reviews, planning and participating in preparation and supervision missions, drafting project documents, providing legal, regulatory, and technical advice, reviewing consultant reports, coordinating mission Aide Memoires, drafting Implementation Supervision Reports (ISRs), tracking project progress, organizing workshops and trainings, procuring consultants, and preparing case studies and briefs.
Liaise with key internal and external partners and clients, ensure follow-up on inquiries, and represent the Bank's energy team in engagements with government authorities.
Provide specific inputs to advisory and analytical work in Ecuador and Peru and other energy programs in LAC, including legal review and analysis of legal, policy, and regulatory frameworks, analysis of legislation and proposed amendments, and preparation of briefing notes and inputs for project concept notes and appraisal documents.
Participate in energy policy dialogue with clients on renewable energy, natural gas generation, transmission and distribution strengthening, electricity sector legal and regulatory reforms, institutional strengthening, energy subsidy reform, and social and climate resiliency.
Represent the energy team at project meetings and workshops, follow up on key government actions, advise on the Bank’s dialogue, engage in negotiations, identify and resolve Bank/client issues, monitor changes in government that may affect energy programs.
Carry out other ad hoc tasks as requested, which may include preparing briefings, organizing workshops and seminars, developing portfolio summaries, coordinating publication of unit reports, providing operational and analytical support to energy projects in other LAC countries, and preparing funding proposals and mobilizing technical assistance resources.
