About The Position

The Industry and Government Relations Program Manager supports the E-ISAC’s mission by strengthening coordination, collaboration, and strategic engagement across key electricity sector stakeholders. Reporting to the Manager of Strategic Engagement, this role serves as a critical connector between industry partners, NERC and E-ISAC leadership, trade associations, and internal teams to help advance information sharing, stakeholder alignment, and sector resilience initiatives. This position plays a key role in supporting engagement with the Electricity Subsector Coordinating Council (ESCC), Member Executive Committee (MEC), industry trade associations, and Department of Energy (DOE), Office of Cybersecurity, Energy Security, and Emergency Response (CESER). The Program Manager helps translate developments across the energy security, policy, and information-sharing landscape into actionable insights, engagement opportunities, and operational support for leadership and stakeholders. In partnership with all E-ISAC teams, this role helps drive cross-functional coordination, support executive-level engagement activities, and facilitate programs and forums that strengthen trusted relationships across the electricity sector. Through strategic coordination, stakeholder management, and program support, this position contributes to the E-ISAC’s broader mission of enhancing security, resilience, and collaboration across the bulk power system.

Requirements

  • 8+ years of experience in strategic partnerships, stakeholder engagement, program management or related roles
  • 3+ experience with the electricity sector or energy security risks
  • Bachelor's degree in public policy, political science, business administration, emergency management or a related field
  • Experience working with executive stakeholders, industry associations, government partners, and leading cross-functional initiatives in highly collaborative or matrixed environments
  • Strong ability to analyze data and assess the implications of policy developments
  • Demonstrated ability to coordinate projects and engagement activities involving multiple stakeholders, competing priorities, and executive-level visibility
  • Familiarity with the critical infrastructure partnership models, SRMAs, SCCs, CIPAC
  • Exceptional communication and presentation skills
  • Familiarity with CRM tools such as Salesforce
  • Ability to work independently while collaborating effectively across teams
  • Proven ability to manage multiple initiatives in a fast-paced environment
  • Strong initiative, positive attitude, and professional, engaging presence
  • Excellent writing skills, with the ability to learn and apply the NERC Style Guide to products
  • Quick study with ability to absorb industry knowledge quickly and apply it to engagement activities

Responsibilities

  • Coordinate, support, and advise on strategic engagement efforts with key stakeholder groups such as the Electricity Subsector Coordinating Council (ESCC), Member Executive Committee (MEC), and industry trade associations
  • Research, analyze, and evaluate existing and proposed policies to assess their impact on the information sharing and security landscape
  • Develop actionable, data-driven recommendations and insights informed by industry trends, stakeholder feedback, and developments related to energy security, resilience, and information sharing
  • Serve as a liaison between the E-ISAC and internal partners, including NERC External Affairs and Security Operations and Intelligence teams, to help align messaging, engagement activities, and stakeholder outreach efforts
  • Assist in coordinating stakeholder engagement activities associated with GridEx, after-action initiatives, executive engagement efforts, and other strategic sector programs
  • Take a lead role in the development, coordination, and management of strategic forums, working groups, and engagement opportunities involving trade associations and other sector stakeholders
  • Support cross-functional collaboration by sharing stakeholder insights, identifying engagement opportunities, and helping facilitate initiatives that strengthen sector relationships and information sharing efforts
  • Assist with the preparation of executive briefings, presentations, talking points, stakeholder materials, and leadership support products
  • Facilitate collaboration and support the implementation of initiatives based on vendor input, as needed
  • Support E-ISAC programs and events such as GridSecCon, GridEx, and other strategic engagements
  • Manage and maintain relationships with E-ISAC member organizations using Salesforce CRM and other platforms to ensure data accuracy, process efficiency, and high levels of member satisfaction
  • Perform other duties as assigned in support of the E-ISAC’s mission and objectives
