About The Position

Savannah River Mission Completion (SRMC) is seeking a Defense Waste Processing Facility (DWPF) Associate Person in Charge (PIC) or Person in Charge (PIC) to be based in our Aiken, SC location on the Savannah River Site (SRS). The DWPF Associate Person in Charge (PIC) or Person in Charge (PIC) is a designated individual responsible for ensuring all aspects of a high risk or non-routine/complex work activity is conducted safely and according to defined scope and work package procedural requirements. This role implements all phases of Integrated Safety Management (i.e. Define scope of work, analyze the hazards, identify controls, perform work, and provide feedback) and maintains a controlling presence at the work site ensuring qualified personnel complete the appropriate technical work documents.

Requirements

  • Bachelor’s degree in engineering, technical or science disciplines and practical experience in operations/maintenance, projects or engineering; or
  • Bachelor’s degree in a non-technical discipline and practical experience in operations/maintenance, project or technical area; or
  • Associate’s degree and practical experience in operations/maintenance, project or technical area; or
  • A high school diploma/GED and practical experience in operations/maintenance.

  • Conceptual understanding of facility processes, systems and equipment.
  • Experience supporting SRS Liquid Waste Operational facilities
  • Ability to understand and interpret various electrical and mechanical documents, blueprints, drawings and schematics.
  • In-depth knowledge of site work control procedures and work practices and procedures for maintenance, operations, construction and project related areas.
  • Knowledge of general safety, environmental, regulatory, safeguards, security, emergency preparedness programs, policies, practices and guidelines.
  • Knowledge of schedules and schedule integration including support resources required to accomplish tasks.
  • Basic knowledge of Project Management aspects of Cost, Scope, Schedule and Risk Management.
  • Proficiency with Microsoft Office (Word, Excel, Project)
  • Radiological worker trained.

Responsibilities

  • Conducts a pre-planning meeting with the work control planner and all involved work groups to assist in the development of the scope of work.
  • Monitors and maintains a controlling presence at the work site (through specifically identified command and control location near the work location, if required) until completion of the evolution/activity or until relieved.
  • Ensures that all aspects of a job meet Facility Management expectations to include safety and procedural/RWP/work package, scheduling compliance and possible changes in facility/equipment status and housekeeping before, during and after the work to the participants of the evolution/activity at the work site.
  • Receives smaller assignments from Integration/Outage manager and ensures understanding of work priorities.
  • Communicates with the Shift Manager (SM) utilizing OSR 46-295, PIC Turnover Checklist, to ensure facility equipment conditions are understood at the completion of work each shift.
  • Ensure qualified personnel complete the appropriate technical work documents.
  • Presents completed schedule for evolution at the appropriate Facility Meetings (Turnover, POD, Lock-In) as soon as possible to lock-in to schedule. If the activity is emergent work, complete all forms and ensure change control has been implemented to lock in work. Schedule reviewed by manager or higher level PIC in most cases.
  • Conducts the pre-job and post-job briefing(s) for the evolution/activity and a worksite walk down when necessary.
  • Conducts turnover of conditions with alternate PIC if it is necessary to leave the work site for extended periods of time.
  • Other duties as assigned.

  • Presents completed schedule for evolution at the appropriate Facility Meetings (Turnover, POD, Lock-In) as soon as possible to lock-in to schedule. If the activity is emergent work, complete all forms and ensure change control has been implemented to lock in work.
