About The Position

The Department of Economic Security (DES) is seeking an experienced and highly motivated individual to join their Division of Technology Services (DTS) as an Application Development Supervisor (DTS Engagement Manager DBME). This role involves determining requirements and identifying necessary equipment or resources for projects. The position will act as an IT Project Leader and IT Project Manager for DES groups (AZTEC's DBME, AZTECs & DBME), making decisions on customer requests regarding feasibility, system needs, work schedules, tasks, and timeframes. The position may offer the ability to work remotely within Arizona based on department needs and performance. Requirements

  • Thorough knowledge of service offerings, customer service principles and processes, back-office server applications, desktop applications, web-based applications, client/ server applications, computer/networking hardware, standard operating systems, common third-party software applications, internally developed custom applications, application integrations, networking protocols, and any other computer-related technologies.
  • Knowledge of all aspects of information Technology, including application program development and system design and implementation techniques.
  • Knowledge of digital computer equipment including mass storage services, communications systems and on-line computer capabilities.
  • Knowledge of industry standards and trends in computer hardware and software, the overall mission and specific programs administered by DES, and the responsibilities of the Division of Technology Services in supporting the delivery of services for DES systems.
  • Knowledge of computer programming, applicable programming languages, database programming and design, job control language.

  • Ability to provide training and direction to Information Technology Specialists on the principles and practices of computer programming.
  • Demonstrated ability to evaluate and test emerging technologies.
  • Demonstrated ability to understand and anticipate needs and priorities of both internal and external customers.
  • Must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks.
  • Successfully pass background and reference checks.
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements.
  • Bachelor’s degree OR 3 or more years of experience in related discipline (or equivalent experience).

Responsibilities

  • Supervises staff by defining and establishing schedules, setting priorities, providing support/direction, and addressing administrative issues. Trains staff on operational procedures and troubleshooting techniques. Coaches team members on performance, completes employee performance evaluations, and recommends pay actions.
  • Supervises planning of project tasks, determines priorities, assigns work to staff, evaluates and implements internal procedures as an active team member. Communicates policies, procedures, and directives to project staff. Maintains needed staff levels and ensures staff training requirements are met.
  • Participates actively as a project team leader, monitoring project progress, assessing change impact, performing program testing, and maintaining a reporting structure to measure accomplishments and schedule work. Consults with team members on technical issues. Reviews and approves staff output, such as analysis and definition documents, design documents, and program specifications.
  • Attends project staff meetings; writes project work plans and status/progress reports.
  • Meets/confers with Customer departments to gather data, review project documents and other products, discuss plans, changes, and problems, and propose alternatives and solutions. Conducts user reviews, obtains approval of design documents/products; assesses impact of changes to design, and modifies as required.
  • Maintains competence in system development skills and techniques and current Information Technology.
