About The Position

Residential Care Services (RCS) invites you to bring your expertise and leadership to a role where your work truly matters. RCS is seeking a Continuous Quality Improvement (CQI) Unit Manager to lead the development, implementation, and continuous refinement of statewide quality improvement (QI) policies, processes, and procedures. In this role, you will guide and support a high-performing team of Quality Improvement Consultants while shaping how quality and accountability are embedded across the division. As part of the Department of Social and Health Services (DSHS), you will apply your deep knowledge of Continuous Quality Improvement, Total Quality Management, Lean Management, and the ISO 9001 quality management system to strengthen systems that impact care and services statewide. Although this position is based at RCS Headquarters, your influence and leadership will extend across Washington State.

Requirements

  • A master's degree in business, public administration, health care administration, social work, human services, public health, behavioral health, psychology, informatics, health information management, organizational management, or a closely related field
  • Completed coursework in Total Quality Management, Continuous Quality Improvement, or Lean Management
  • Five years of experience managing a Continuous Quality Improvement program with direct reports in a hospital, health care corporation, military, or government setting
  • Formal training and hands-on experience in CQI, Total Quality Management, Lean Management, and the ISO 9001 model
  • Advanced expertise in quality improvement concepts and methodologies
  • Or a bachelor's degree in business, public administration, health care administration, social work, human services, public health, behavioral health, psychology, informatics, health information management, organizational management, or a closely related field
  • Completed coursework in Total Quality Management, Continuous Quality Improvement, or Lean Management
  • Seven years of experience managing a Continuous Quality Improvement Unit with direct reports in a hospital, health care corporation, military, or government setting
  • Formal training and hands-on experience in CQI, Total Quality Management, Lean Management, and the ISO 9001 model
  • Advanced expertise in quality improvement concepts and methodologies

Responsibilities

  • Lead and continuously refine the Division's Continuous Quality Improvement (CQI) program
  • Oversee the Division's response to legislatively assigned and mandated QI activities
  • Conduct Division-wide needs assessments to identify gaps and opportunities for improving existing QI systems
  • Provide leadership and oversight for the Division's response to audits
  • Plan, organize, and oversee the work of the QI Unit, ensuring alignment with Division goals
  • Develop and implement QI tools, training plans, and standard operating procedures (SOPs)
