About The Position

The Louisiana Department of Transportation and Development (DOTD) is seeking a qualified DOTD Program Specialist 5 to serve in the Disadvantaged Business Enterprise (DBE) and Small Business Element (SBE) Contract Administration Program. This position plays a key role in administering and monitoring DBE/SBE contract compliance for LADOTD highway construction projects with federal funding and assigned DBE or SBE goals. The selected candidate will help ensure that contractors and subcontractors meet federal and state requirements from pre-award through project completion. This role is responsible for reviewing contract documentation, monitoring contractor payments, evaluating DBE/SBE participation, coordinating compliance activities, supporting reporting requirements, and serving as a subject matter expert for DBE/SBE contract administration processes. The selected candidate will work closely with DOTD staff, Federal Highway Administration representatives, contractors, subcontractors, consultants, and other stakeholders to support compliance with applicable federal regulations, state laws, and DOTD policies. DOTD is seeking candidates who can manage complex program responsibilities while maintaining accuracy, professionalism, accountability, and strong attention to detail.

Requirements

  • Six years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR Six years of full-time work experience in any field plus three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR A bachelor's degree plus three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR An advanced degree plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Administer and coordinate activities related to the DBE/SBE Contract Administration Program.
  • Review DBE/SBE contract documentation to determine compliance with applicable federal regulations, state laws, and DOTD requirements.
  • Review and approve sublet requests for LADOTD highway construction projects to ensure alignment with pre-award documentation and contract requirements.
  • Monitor DBE/SBE participation, contractor payments, and project documentation throughout the life of assigned projects.
  • Review DBE/SBE final reports and recommend appropriate action when noncompliance is identified.
  • Coordinate with DOTD staff, contractors, subcontractors, federal agencies, and external stakeholders regarding DBE/SBE program requirements.
  • Assist with Commercially Useful Function reviews and other monitoring activities required under federal regulations.
  • Prepare reports and maintain data related to DBE/SBE participation, contract compliance, and program performance.
  • Serve as a subject matter expert for the CR&L system, including system updates, user guidance, training materials, and technical support.
  • Provide guidance and technical assistance to internal staff, project engineers, contractors, and subcontractors regarding DBE/SBE contract administration requirements.
