About The Position

This position serves as the statewide authority responsible for the strategic direction, policy leadership, and enterprise-level administration of LADOTD's non-movable asset data, the department's comprehensive Maintenance Management Program, and the newly created Maintenance Quality Assurance (MQA) program. Operating with broad independence, the incumbent establishes long-range program goals and formulates statewide operational policies that guide all maintenance management and asset data initiatives. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Services laws, rules and regulations, as well as DOTD policies, procedures, manuals, and directives.

Requirements

  • Eight years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR Six years of full-time work experience in any field plus five years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR A bachelor's degree plus five years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR An advanced degree plus four years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Provides statewide leadership for LADOTD's maintenance management, quality assurance, and asset management programs, ensuring consistent policies, procedures, and performance standards across all districts.
  • Directs enterprise maintenance systems and data governance, overseeing system implementation, data integrity, reporting, training, and continuous process improvements to support efficient statewide operations.
  • Supervises program managers and technical staff while ensuring maintenance activities, asset inventories, inspections, and performance measures support strategic planning, budgeting, and agency objectives.
