About The Position

The DOT Specialist manages DOT regulatory requirements and safety compliance across RESA Power’s commercial vehicle fleet. Serving both non-regulated and regulated drivers—including mixed-use fleet operators and commercial driver's license (CDL) holders—this role serves as the administrator for FMCSA portals, FOLEY (driver qualification files), and fleet safety programs.

Requirements

  • Bachelor’s degree in EHS, Logistics, Business, or a related field with a minimum of 4–6+ years of dedicated DOT/FMCSA fleet compliance experience (or equivalent combination of education and experience).
  • Direct experience managing FMCSA portals, Clearinghouse, DataQs, and Driver Qualification files.
  • Strong working knowledge of FMCSA regulations covering non-regulated, mixed-use commercial vehicles, and CDL requirements.
  • Proven ability to work independently, prioritize tasks, and manage data accurately in a fast-paced environment.
  • Excellent interpersonal and communication skills to partner effectively across diverse field teams and corporate business units.
  • Excellent business partnering skills. Able to establish rapport with individuals from diverse backgrounds and experience.

Responsibilities

  • Serves as the primary administrator for all FMCSA online portals, including the Clearinghouse, Safety Measurement System (SMS/BASICs), and DataQs.
  • Oversees and maintains complete, compliant DQ files for all regulated drivers and CDL holders, ensuring timely processing of MVRs, medical cards, and annual reviews.
  • Manages internal compliance policies, vehicle assignments, and qualification tracking for mixed-use and non-regulated fleet drivers.
  • Coordinates with HR regarding random, post-accident, and reasonable-suspicion drug and alcohol testing in accordance with DOT and FMCSA regulations.
  • Coordinates annual vehicle inspections, maintenance tracking, and registration requirements across assigned commercial fleet vehicles.
  • Manages auto insurance claims and evaluates different programs to reduce auto insurance rates.
  • Manages state/federal filings, permits, unified carrier registrations (UCR), and leads internal or external DOT compliance audits.
  • Develops and delivers DOT compliance training modules, driver safety coaching, and hours-of-service (HOS) guidance.
  • Reviews vehicle accidents, conducts root-cause investigations, and files required reports while partnering with EHS leadership to drive accident reduction.
  • Partners with field managers and EHS leadership to align fleet ops with broader Corporate Safety Initiatives.
