About The Position

The U.S. Department of Energy Alumni Network is seeking a part-time consultant to lead efforts in tracking and analyzing U.S. Department of Energy spending, appropriations, and authorizations. This role will assist the Network in identifying innovation funding needs and gaps. The consultant will collaborate with the Network’s Policy Strategy Lead, the Future of DOE Initiative Lead, and other policy team members. The ideal candidate possesses a deep understanding of DOE appropriations, strong analytical skills, and experience leading groups to identify innovation and funding priorities. This position will report to the Executive Director and other senior staff, working groups, and the Advisory Board to integrate this work into the Network’s broader strategic direction. The position is remote with occasional travel for organizational meetings.

Requirements

  • Must have worked at the Department of Energy (either fellow, contractor, or federal employee) for at least two years, with additional experience preferred
  • At least 2 years of experience engaging with federal appropriations policy and funding implementation
  • Deep analysis experience, with a preference for experience in publication of analysis
  • Deep familiarity with federal energy policy and the domestic energy landscape
  • Enjoys working on teams and collaborating on the development and execution of analysis and products
  • Flexible and willing to address new requests and tasks, as they arise

Responsibilities

  • Stand up a team of alumni volunteers to track and analyze DOE appropriations and spending and lead associated analysis and publication efforts
  • Establish volunteer-based working group of alumni focused on DOE appropriations and funding
  • Establish priorities for appropriations tracking, congressional technical assistance, analysis, and publication
  • Establish priorities and processes for tracking, analyzing, and reporting on patterns of spending at DOE
  • Lead efforts to develop relevant publications associated with this body of work
  • In conjunction with the Network’s policy team, stand up an effort to identify energy innovation and funding needs
  • Help establish a strategy for working with alumni and stakeholders to identify energy innovation and associated funding and authorization needs for FY28 and beyond
  • Build partnerships with affiliated groups and key stakeholders
  • Work to map and build relationships with other entities doing work in these areas and develop a plan for coordination and collaboration
  • Build relationships with the broader energy innovation stakeholder community and develop processes for input into Network efforts
  • Serve on DOE Alumni Network Leadership team
  • Engage in regular leadership meetings
  • Work closely with leadership to integrate efforts into larger strategic direction and work of the Network
  • Other duties as assigned
