About The Position

This position is accountable for developing documentation policies and procedures that ensure appropriate support for payments made on construction contracts, finding solutions to documentation problems encountered by the districts, coordinating changes to the Illinois Department of Transportation’s (IDOT) e-construction platform, and establishing uniform construction documentation practices by conducting training as part of the departmental Specific Task Training Program (STTP). This position also directs updates to the Documentation of Contract Quantities Guide, provides technical review for special studies conducted in the Bureau of Construction, and acts as liaison to the Bureau of Materials, ensuring proper coordination of materials test information within IDOT’s construction documentation procedures. Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois or current registration as a Licensed Structural Engineer in the state of Illinois.
  • Five years of experience in civil engineering.

Nice To Haves

  • Two or more years of supervisory experience.
  • Knowledge of standard construction practices for highways and roadways.
  • Ability to collaborate and develop good working relationships with people of various backgrounds.
  • Strong oral and written communication skills.
  • Strong computer skills, including experience with Microsoft Excel.

Responsibilities

  • Develops policies and procedures that ensure there is proper supporting documentation to justify contract payments.
  • Assists with ensuring uniform construction documentation practices through the Specific Task Training Program (STTP) training, and review of field and office documentation.
  • Reviews construction records for the purpose of advising and assisting field personnel in proper documentation of active construction projects.
  • Assists with the continued implementation and development of the Construction and Materials Management System (CMMS) on a statewide basis.
  • Evaluates new technologies for use in construction documentation, and updates documentation procedures to ensure that the Illinois Department of Transportation (IDOT) policies keep pace with new technologies used in the industry.
  • Directs the Documentation of Contract Quantities Guide updates to ensure current practices, procedures, and form changes are incorporated in a timely manner.
  • Conducts technical reviews for management of special studies and participates in research projects as needed.
  • Maintains a clear understanding of required materials testing information and develops and implements changes, as needed, in construction documentation requirements statewide.
  • Performs duties in compliance with departmental safety rules.
