About The Position

The Department of Mental Health is seeking a full-time grant program administrator for its projects under Vermont's Rural Health Transformation Program. This multi-year, federally funded program aims to support rural communities in improving healthcare access, quality, and outcomes through system transformation. The role involves providing professional oversight and management of funded projects, acting as the Department's liaison with the Agency of Human Services RHT team, and coordinating activities across the agency. A primary focus will be supporting the VT Consultation and Psychiatry Access Program (VTCPAP), which offers consultation, resource support, and training for healthcare providers to address pediatric and perinatal mental health needs. The administrator will manage the day-to-day operations of the RHT project(s), ensuring alignment with federal requirements, timely completion of deliverables, and achievement of programmatic goals. The position requires strong organizational, communication, and grant management skills, the ability to collaborate with diverse stakeholders, and knowledge of pediatric mental health. Experience with federally funded programs, grant/contract administration, and tracking activities, progress, budgets, and deadlines is highly desirable. The RHT project is supported by a significant financial assistance award from the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS). This is a Limited Service position, authorized for a specific period, and is non-tenured.

Requirements

  • Master’s degree or higher in Mental Health or closely related field AND one (1) year or more of experience in mental health, public health, or health care administration and program development.
  • OR Bachelor’s degree or higher in Mental Health or closely related field AND two (2) years or more of experience in mental health, public health, or health care administration and program development.
  • OR Four (4) years or more of experience in mental health, public health, or health care administration and program development.
  • Strong organizational skills.
  • Strong communication skills.
  • Strong grant management skills.
  • Ability to work collaboratively with different stakeholder groups.
  • Knowledge of pediatric mental health.
  • Experience with federally funded programs.
  • Experience with grant/contract administration.
  • Ability to pass any level of background investigation applicable to the position.

Nice To Haves

  • Experience in the mental health system of care.
  • Specific experience in the project area of focus (e.g., preference for experience providing/overseeing school-based mental health services for a project focused on addressing student mental health in school systems).
  • Experience providing clinical mental health services.
  • Grant Administration experience.

Responsibilities
