About The Position

As a Division Director, the incumbent will be responsible for the management, planning, coordination, and successful execution of acquisition activities undertaken by the Division. This position is located in the Federal Acquisition Service (FAS), Acquisition Solutions Development (ASD), Acquisition Service Center 3, Division 1, 2, 3, or 4. We are currently filling 4 vacancies, but additional vacancies may be filled as needed.

Requirements

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Register with Selective Service if you are a male born after 12/31/1959
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory probationary period, if required
  • FAC-C (Professional) certification which mandates that the incumbent obtain and maintain the FAC-C (Professional) certification.
  • One year of specialized experience equivalent to the GS-14 in the Federal service.
  • Specialized experience is defined as directing or leading the operational activities, driving strategy for an acquisition/contracting organization.
  • This experience must include at least 4 of the 6 statements below: Providing strategic direction and oversight of acquisition operations through subordinate supervisors; Oversees an organization or multi-functional division of acquisition professionals to ensure effective and compliant contracting operations; Developing and implementing acquisition planning, contract formation, and contract administration; Managing, planning, and execution of activities related to acquisition and acquisition support services; Coordinating and administering Government-wide procurement policies and plans in support of customer requirements; Conducting special studies involving contracting related to acquisition activities.
  • Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Submit transcripts documenting completion of the required bachelor's degree and at least 24 semester hours in the qualifying fields listed above.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.   • Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification.
  • At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below
  • If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
  • GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.
  • Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Responsibilities

  • Plans, manages, directs, and coordinates procurement activities for the pre-award and post-award functions associated with GSA GSS/TTL Schedule contracts which are long-term government-wide contractual vehicles with commercial firms providing government customers with direct delivery of state-of-the art, high quality commercial products and services.
  • Directs the full range of purchasing and contract administration activities, including but not limited to, the issuance of solicitations, awarding of contracts, contract modifications, negotiation of changes, exercise of options for contracts, investigation and resolution of contract delays, contractor performance appraisals, subcontractor surveillance, disposition of claims and the termination of contracts for the convenience of the government or for default by the contractor.
  • Plans, develops, establishes and directs the contractual strategy for the Division and develops the Division's Standard Operating Procedures and letters of instructions for the subordinate staff.
  • Recommends the human resource, financial and material resources required to accomplish the Division's mission and justifies these decisions to the Service Center Director of the Acquisition Service Center 3.
  • Prepares an annual business plan outlining program objectives, strategies, goals, and resource requirements.
  • Manages the human resources of the Division through subordinate supervisors.
  • Assigns work, plans and schedules the work of subordinates, counsels’ subordinates on all employment-related issues, establishes and modifies employee position descriptions, makes selections for employment and promotions, establishes employee performance standards, evaluates employee performance, and takes actions to correct employee misconduct or unacceptable performance.
