About The Position

The current vacancy is in the Ramsey County Property Management department. The eligibility list created by this vacancy may be used to hire other vacancies in the department. To direct and manage functions of the Department of Property Management including planning and space management, project financial estimates and construction management, and procurement of capital assets; to establish policies and procedures for the management of the department; to participate in the overall management of the Department as a member of the Property Management team. This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.

Requirements

  • Bachelor’s degree in engineering, architecture, facilities management or a related field.
  • Six (6) years of progressive responsibility in planning, project/facilities management or engineering including two (2) years' experience in a supervisory role.
  • Equivalent combination of education and related experience.
  • Certification by the Bureau of Criminal Apprehension (BCA) for authorized access to areas where the Criminal Justice Information System (CJIS) is accessed or CJIS information is stored is required after hire and the ability to maintain this certification every year.
  • Passing a criminal background check.
  • Passing a Department of Human Services (DHS) Background Check.
  • Passing a Fingerprint-based Records Check.
  • Passing a Prison Rape Elimination Action (PREA) Investigation.

Responsibilities

  • Direct planning and project management activities to include identifying goals and objectives; formulating capital improvement programs; establishing appropriate methods and procedures and the proper sequence for completing each phase of planned functions; directing the work of professional project management staff in all phases of capital projects; and monitoring progress towards established goals.
  • Manage and perform the day-to-day functions for capital project finances, including funds for building improvements and County-wide Major Projects, through management and supervision of the budgeting, accounting, and financial reporting for capital.
  • Assist the director in the preparation and presentation of the capital project budget for consideration by the County Board and administration of the budget to ensure the accuracy of revenues and propriety of expenditures.
  • Manage and perform the day-to-day functions of project management for capital assets and services by preparing construction plans and specifications, overseeing the execution of requests for proposals, working with vendors and the County Attorney’s Office to negotiate and execute contracts for building related products and services, serving as a resource/advisor to County departments on issues related to RFP preparation, evaluating proposals, and executing professional services agreements; managing architectural and engineering consultants, and oversee the management of the budget used for the acquisition of County-wide Building Improvements.
  • Manage the County’s inventory of building assets including the tracking of building life cycles and space utilization within buildings.
  • Participate in the Department’s rate process based on planning with County-wide departments, including the analysis of service trends to determine changes in volume forecasts and the development of rates; review and approve information prepared for the determination of rates for inclusion in budget documents.
  • Participate in the overall management of the Department by working with the Property Management Team to set the goals and objectives for the Department; develop, recommend and implement new and revised policies; implement, monitor and evaluate established plans; manage the determination and reporting of performance indicators; research and report on management issues as requested by the Director of Property Management; lead or participate in special projects and serve on County-wide committees.
  • Assist the Director of Property Management and the County Manager in the decision-making process as it relates to issues of building and real property matters before the County Board.
  • Prepare County Board agenda items and provide justification and written reports as required; represent the department at Agenda Review.
  • Author and prepare Requests for Proposals for professional service contracts and directs the selection of architects, engineers, contractors and consultants.
  • Prepare long and short-range goals and objectives for the department and monitors progress towards reaching these goals and objectives.
  • Coordinate with the Service Team Finance and Accounting Division on the long-range planning of large capital projects and their funding within the County by providing background and analysis of proposed capital expenditures as presented to the Capital Improvement Advisory Committee.
  • Manage the day-to-day operation of the Planning and Project Management Division of the Property Management Department.
  • Assist the Director of Property Management in collaboration with the HR Department to manage, develop, and administer the Department’s personnel policies and procedures; research and provide recommendations on HR related issues; advise the Director of Property Management on employee evaluation, discipline, compensation, and benefits issues; and participate in the examination and hiring process for the Department.
