About The Position

The State Highway Administration’s (SHA) Office of Construction, Utilities Division is currently recruiting for a Division Chief (Transportation Engineer Manager II Supervisor) in Anne Arundel County. This position serves as the Statewide Utility Engineer (SUE) and is responsible for administering the Utilities Program for SHA. The role involves planning, organizing, implementing, administering, and supervising the interpretation and application of SHA utility policies, directives, and procedures to ensure highway standards are met, utility relocation costs are equitably distributed, and federal funds are secured for relocation work. The SUE also administers SHA’s Resource Sharing Program for managing IT and telecommunications contracts, requiring interaction with other MDOT modal IT teams and DoIT. Additionally, the SUE administers SHA’s Miss Utility Program, managing the Miss Utility Ticket Tracking System (MUTTS) to ensure compliance with state law. As the manager of the Utilities Team, the SUE supervises staff coordinating utility facilities within SHA right-of-way and construction projects, oversees third-party cost responsibility, and develops the Utilities Team's budget and performance measures. This leadership role involves program review, evaluation, development, and coordination, mediating disputes between utility companies and SHA, and providing training and technical expertise. The position acts as a liaison to minimize utility impacts on construction projects, reducing delays and claims, and represents SHA at national and regional conferences. The SUE co-chairs the Maryland Quality Initiative (MdQI) Utility Subcommittee and is the Vice-Chair for Utilities on the AASHTO Subcommittee for Right-of-Way and Utilities.

Requirements

Possession of a bachelor's degree in engineering from an accredited college or university.
Eight (8) years of experience in professional engineering.
One (1) year of supervisory or consultant management experience.
One (1) year of experience in professional construction and/or design project work to include any aspects of utility planning, policies/procedures, design, coordination, relocation, and/or scheduling.
Possession of a motor vehicle operator's license valid in state of Maryland.

Responsibilities

Administer the Utilities Program for the State Highway Administration (SHA).
Plan, organize, implement, administer, and supervise the interpretation and application of SHA utility policies, directives, and procedures.
Ensure highway standards are met.
Ensure utility relocation costs are equitably distributed.
Secure federal funds for relocation work.
Administer SHA’s Resource Sharing Program for IT and telecommunications contracts.
Evaluate proposals, prepare recommendations, negotiate agreements, and implement IT and telecommunications contracts and task orders.
Administer SHA’s Miss Utility Program and manage the Miss Utility Ticket Tracking System (MUTTS).
Supervise staff activities in coordinating utility facilities within SHA right-of-way and construction projects.
Oversee third-party cost responsibility for utility work, including agreements and MOUs.
Develop goals and performance measures for the Utilities Team.
Develop the Utility Program budget.
Mediate and resolve policy and procedural disputes between utility companies and SHA.
Conduct meetings to train, educate, mentor, counsel, and provide technical expertise to SHA and Utility Companies.
Act as a liaison between SHA and Utility Companies to eliminate or minimize utility impacts on construction projects.
Represent SHA at National and Regional Utility Conferences and other workshop/training activities.
Co-chair the Maryland Quality Initiative (MdQI) Utility Subcommittee.
Serve as Vice-Chair for Utilities on the Executive Board of the AASHTO Subcommittee for Right-of-Way and Utilities.
