The State Highway Administration’s (SHA) Office of Construction, Utilities Division is currently recruiting for a Division Chief (Transportation Engineer Manager II Supervisor) in Anne Arundel County. This position serves as the Statewide Utility Engineer (SUE) and is responsible for administering the Utilities Program for SHA. The role involves planning, organizing, implementing, administering, and supervising the interpretation and application of SHA utility policies, directives, and procedures to ensure highway standards are met, utility relocation costs are equitably distributed, and federal funds are secured for relocation work. The SUE also administers SHA’s Resource Sharing Program for managing IT and telecommunications contracts, requiring interaction with other MDOT modal IT teams and DoIT. Additionally, the SUE administers SHA’s Miss Utility Program, managing the Miss Utility Ticket Tracking System (MUTTS) to ensure compliance with state law. As the manager of the Utilities Team, the SUE supervises staff coordinating utility facilities within SHA right-of-way and construction projects, oversees third-party cost responsibility, and develops the Utilities Team's budget and performance measures. This leadership role involves program review, evaluation, development, and coordination, mediating disputes between utility companies and SHA, and providing training and technical expertise. The position acts as a liaison to minimize utility impacts on construction projects, reducing delays and claims, and represents SHA at national and regional conferences. The SUE co-chairs the Maryland Quality Initiative (MdQI) Utility Subcommittee and is the Vice-Chair for Utilities on the AASHTO Subcommittee for Right-of-Way and Utilities.
