About The Position

The Virginia Beach Health District is seeking an experienced Quality and Process and Improvement Administrator to coordinate the uses of evidence-informed public health models to improve community health and operational outcomes. By leveraging public health data and collaborating with program staff, VDH, Universities, and community partners, VBDPH leaders expect to establish and publish usable community health improvement strategies. This role will oversee the work of a statistical analyst, Public Health Accreditation Board application coordinator, a part-time Policy Analyst and occasionally interns. Additional responsibilities will be to train district staff on QI/PM methods and to coordinate their efforts to improve operational efficiency and effectiveness. This position will be responsible for Performance Management, District Quality and Process Improvement, Quality Improvement Reporting, Quality Improvement Training Program and Policy Development.

Requirements

Practical experience leading public or community health performance management or quality improvement initiatives, related research and evaluation techniques and facilitating performance management strategies
Demonstrated experience implementing cross functional process improvement principles
Proven ability to establish and maintain effective and productive working relationships with management, staff and community stakeholders.
Skilled in effectively communicating both orally and in writing to a variety of audiences; including all levels of the organization, community stakeholders and when facilitating group projects
Ability to collaboratively project plan, conduct, assess and present findings and recommendations of process improvement or quality improvement projects
Applied ability to develop analytic tools using a variety of program performance information and present such information in usable formats.
Experience supervising or overseeing the work of staff
Professional experience creating performance management data reports, dashboards, and scorecards.
Adequate education or training in a public health related field, with certifications or equivalent professional experience conducting statistical analysis using public and confidential data sources.

Responsibilities

Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff
Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues, in conjunction with program management and Human Resource staff
Ensures relevant training and workplace safety for staff
Conducts required performance monitoring and appraisals, establishes clear performance expectations, addresses deficiencies in a timely manner, and documents underperformance in accordance with state guidelines
Supports employee growth through regular feedback, coaching, and professional development opportunities
Supports the establishment of quality improvement monitoring and reporting system for the assigned district
Assists with the development of QI plans, processes and schedule for assessing the opportunities for quality improvement
Facilitates regular reporting on the status of improvement projects and impacts
May establish workgroups and make recommendations on QI initiatives for assigned district
Develops process mapping to identify opportunities that will streamline processes and increase efficiency and effectiveness of the district’s programs
Assists with development of a plan, process and schedule for assessing the opportunities for quality improvement
Works with district programs to identify and facilitate QI projects; develops procedures and reporting tools
Facilitates regular reporting on the status of process improvement projects and impacts
Supports the district training program for quality and process improvement
Provides training to leadership and staff on quality and process improvement methodology and structure as set forth in the district wide training program
Responsible for drafting operational policies and procedures and tracking the status of each policy throughout the review process for administrative policies
Provides support and guidance to the district’s administrative team to ensure that core documents such as the strategic plan/ CHA/CHIP are data driven and aligned with the Code of Virginia statues and the Commonwealth’s regulations
May be required to perform other duties as assigned.
May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
May be required by VDH to adjust work hours, location, and job duties and participate in training to meet public health business needs, including emergencies.
If this position is designated as a mobile worker, this includes both working in the field and teleworking at an alternate location when not in the field or during an emergency closing.
You may be required to periodically come into your assigned office to attend meetings or training.
