About The Position

The DOC Supervisor III provides functional and analytical support for the Outage Management System (OMS) used to support electric distribution operations. This role ensures OMS data integrity, system performance, and operational alignment during normal operations and major events. The DOC Supervisor III serves as a key liaison between Distribution Operations Center Supervisor V (DOC), IT, engineering, asset records, and field operations, supporting system configuration, data validation, outage analysis, testing, and continuous improvement.

Requirements

  • 5+ Years industry specific experience or 7+ years of relevant experience.
  • Must be able to pass the company administered standardized test.
  • Bachelor’s degree in (Business, Engineering, Information Systems, Computer Science) or a related field, or equivalent combination of education and experience
  • Five (5) years related experience (supporting electric utility operations, operational systems, or OMS‑related functions).

  • Ability to handle multiple emergent situations safely at the same time
  • Ability to interact positively with customers.
  • Strong analytical skills with the ability to interpret complex operational data and apply sound judgment.

Nice To Haves

  • Direct experience working in or supporting a Distribution Operations Center (DOC).
  • Experience supporting storm response and post‑storm analysis.
  • Familiarity with OMS configuration, rules hierarchy, or data modeling.
  • Experience with reporting and data visualization tools (e.g., advanced Excel, Power BI).
  • Understanding of NERC, state commission, or utility regulatory reporting.

Responsibilities

  • Direct and oversee day‑to‑day OMS Operations and provide functional support for the OMS, ensuring accurate outage modeling, switching operations, and restoration tracking.
  • Analyze OMS data to validate outage events, crew assignments, customer counts, restoration times, and system results.
  • Lead investigation and resolve OMS data discrepancies related to GIS connectivity, asset records, customer mapping, and field feedback.
  • Support DOC Supervisors V by analyzing OMS behavior and providing operational insights during outages and switching activities.
  • Direct, dispatch and prioritize Troubleshooters and other field resources to appropriate locations according to trouble jobs.
  • Coordinates activities with Distribution and Transmission system operators to ensure the safe and effective use of resources.
  • Inform Distribution and Transmission system operators of critical information to ensure the most effective and safe response to customers.
  • Interact with DLC and contractor crews performing work and restoration on the DLC system to model and track scheduled and non-secured outages.
  • Serve as a central decision authority for communicating critical system information to operators and leadership during outage and emergency conditions
  • Interact with DLC CSR’s and 911 centers in a professional manner and ensure all required information is transmitted between the parties to emergency personnel to respond to emergencies in the most efficient and safest way possible.
  • Receives and handles calls during emergency conditions and service interruptions.
  • Performs in a courteous and professional manner while satisfying customer inquiries and complaints, both verbal and written from other DLC departments.
  • Authorize resource deployment, including calling out, directing and dispatching personnel, securing assistance or requesting help from other departments as necessary.
  • Monitor personnel and/or equipment locations and utilization in order to ensure the most effective use of resources.
  • Support OMS configuration changes, rule updates, and model maintenance in coordination with IT and system owners.
  • Participate in testing of OMS upgrades, patches, and integrations with GIS, CIS, DMS, and work management systems.
  • Execute test scripts, validate results, document issues, and support user acceptance testing (UAT).
  • Assist with implementation of OMS enhancements and process changes impacting operations.
  • Provide OMS analytical support during major outages and storm response events, including off‑hours coverage as required.
  • Perform post‑event analysis, including outage duration, restoration performance, model accuracy, and data quality.
  • Prepare storm metrics, reports, and summaries for leadership, regulatory, and internal review.
  • Perform other job-related duties as assigned
  • Storm team duties as assigned (Position will be your Incident Response Role)
  • Utilize data to make business decisions as appropriate for the position, support data stewardship activities and partner with IT on underlying data needs.
