About The Position

The Disaster Response Grant Program Coordinator is responsible for the implementation and oversight of grant-funded activities related to the July 2025 floods that impacted individuals and infrastructure in Tom Green County. This position will lead outreach efforts to identify individuals and families affected by the disaster and facilitate access to direct support services in accordance with the Interlocal Agreement and approved budget administered through Bluebonnet Trails Community Services. The Program Coordinator will collaborate closely with MHMR Concho Valley’s Crisis Counseling Program and coordinate with local community agencies that provide services to flood survivors to ensure a comprehensive and coordinated response. Additionally, the Program Coordinator will be responsible for collecting, maintaining, and submitting all required documentation to support client assistance requests, including receipts, construction estimates, and other necessary records to ensure compliance with grant requirements. This is a 12-month grant-funded position.

Requirements

  • Valid Texas Driver License required.
  • Must not have more than 3 moving violations in the last 3 years.
  • Must be insured by MHMRCV’s insurance.
  • Must be able to pass a background check.
  • Must be able to complete all MHMR Concho Valley training.

Nice To Haves

  • Bachelor’s degree in a human service field preferred.
  • Certified as a Qualified Mental Health Professional (QMHP) and/or Qualified Developmental Disabilities Professional (QDDP) preferred.
  • Qualified peer support may be considered.
  • Experience in outreach, crisis counseling, and clinical supervision are preferred.

Responsibilities

  • Provides outreach activities to those affected by the July 2025 flood.
  • Offer supports as defined through the grant (Home Repairs, Mold Remediation and/or Repair or Replacement of Pre-Existing Home Modifications, Replacement or Repair of Durable Medical Equipment or Other Possessions) to those individuals and families who have been assessed as needing assistance.
  • Will coordinate grant activities associated with disaster response, prevention, and disaster recovery.
  • Will collect, maintain, and submit all required supporting documentation—such as receipts, construction quotes, and any other materials required to substantiate requests for direct client services.
  • Coordinates data collection activities and assure monthly submissions of reporting to Bluebonnet Trails Community Services for accuracy.
  • Assures the submission of the following documentation occurs no later than the 15th day of each month for services and expenditures incurred during the preceding month: Detailed invoices; Timesheets for all personnel whose expenses are charged to the grant; Receipts for center supplies, equipment, repairs, and any other allowable expenditures; Invoices for any contracted services and indirect; Copies of no fewer than two (2) bids for the purchase or modification of specialized equipment, including vehicles, with a total cost exceeding $5,000; and Any other required supporting documentation, including completed Client Expenditure Authorization Forms (Attachment A).
  • Ensures that financial transactions are handled efficiently and accurately.
  • Responsible for comprehensive budget monitoring, ensuring strict adherence to budgetary categories.
  • Will escalate any identified revision requests to CEO immediately for consideration and possible submission to Bluebonnet Trails Community Services.
  • Other contract duties may be assigned as identified.
