About The Position

LCRA is seeking a strategic leader with strong technical capabilities to manage and direct the overall activities of Water Supply Planning, Water Contracts and Water Conservation. The responsibilities embedded within this director position are a critical foundation for all that we do. You will provide leadership in developing future water supply options and management strategies – including the development and implementation of the Water Management Plan and the Water Supply Resource Report, supporting the Region K planning process, water rights management, and groundwater development. You will also be responsible for leading initiatives and representing LCRA’s interests at the Texas Commission on Environmental Quality, Texas Water Development Board, groundwater conservation districts, and numerous water agencies. Requirements

Twelve or more years of experience in managing complex water supply planning and/or water supply development projects or other relevant experience, including at least five years of working with Texas water law and associated regulatory matters.
A degree(s) in engineering, environmental sciences, hydrology or relevant field may be substituted per LCRA guidelines for certain years of experience.

Nice To Haves

Licensed Professional Engineer in the State of Texas, with a strong water resource planning background.
Knowledge of hydrology, hydraulics, and lake operations, including a basic understanding of the lower Colorado River basin.
Knowledge of water rights and related regulatory matters.
Exceptional influencing, leadership, and collaboration skills with demonstrated excellence in building strong relationships with internal stakeholders of all levels.
Skill in articulating and communicating complex, technical information to both technical and non-technical audiences.

Responsibilities

Provide leadership and direction to staff and to stakeholders.
Provide leadership to staff involved in highly technical and potentially sensitive planning and project development studies.
Direct development, operation and maintenance of computer models and analytical tools for achieving department responsibilities (e.g., managing water supply planning, support of water rights applications).
Provide expert-level strategic planning and analysis support for the development and implementation of water supply strategies, including the water supply strategy process itself.
Identify and coordinate the development of solutions to highly complex water supply planning, development, and management matters.
Work individually or with others to develop new or unique positions, concepts, or statements to help resolve difficult problems or situations.
Advocate, negotiate, and interact on water policies and planning before civic organizations, regional planning groups, stakeholder groups, groundwater conservation districts, customers, and other professional organizations – to include building and fostering these relationships.
