About The Position

Groundswell is seeking a Director, Task Order Program Management to serve as the operational leader for a flagship Intelligence Community modernization program. Reporting to the Executive Program Director, this individual will be responsible for day-to-day delivery execution, customer engagement, team leadership, and operational performance across a large, complex task order supporting mission-critical objectives. This role serves as the primary delivery lead and day-to-day customer-facing leader for the task order, ensuring successful execution across technical teams, subcontractors, OEM partners, and government stakeholders. The ideal candidate combines strong program leadership, technical delivery expertise, and customer relationship management skills with experience delivering enterprise ERP/HCM implementations within highly secure federal environments.

Requirements

  • U.S. Citizenship required (no dual citizenship due to contract requirements).
  • Active TS clearance required with the ability to obtain and maintain TS/SCI access and CI Polygraph.
  • Bachelor's degree in Information Systems, Engineering, Business, or a related field, or equivalent experience.
  • Project Management Professional (PMP) certification required.
  • 10+ years of experience leading complex technology programs, task orders, or enterprise system implementations.
  • Experience supporting Intelligence Community (IC) and/or Department of Defense (DoD) programs required.
  • Experience leading or delivering enterprise ERP/HCM system implementations, preferably Workday.
  • Demonstrated experience serving as the senior delivery leader for large, mission-critical programs.
  • Experience leading cross-functional teams supporting enterprise technology implementations.
  • Experience supporting RMF processes and activities required to achieve and maintain an Authority to Operate (ATO).
  • Experience managing customer-facing technology delivery programs involving multiple subcontractors, vendors, and stakeholder groups.
  • Experience managing subcontractors, OEM partners, and government stakeholders in highly regulated environments.
  • Strong understanding of program delivery, financial management, schedule management, risk management, and stakeholder engagement.
  • Exceptional leadership, communication, and relationship management skills.
  • Proven ability to identify, escalate, and resolve complex program challenges while maintaining customer confidence and delivery performance.
  • Must be local to the Washington, DC metropolitan area and willing to work onsite within customer SCIF environments a minimum of four (4) days per week.
  • Local travel up to 25% is required to support customer operations and stakeholder engagements across Northern Virginia, Washington, DC, and suburban Maryland locations.
  • Occasional non-standard work hours may be required to support mission and program needs.

Responsibilities

  • Serve as the operational leader responsible for successful execution of all task order activities, ensuring delivery excellence across technical, functional, cybersecurity, and operational workstreams.
  • Act as the primary day-to-day interface with government leadership, building trusted relationships and ensuring customer satisfaction.
  • Lead a cross-functional team of engineers, architects, functional consultants, cybersecurity professionals, OEM partners, and subcontractors supporting a large-scale enterprise system implementation.
  • Manage program execution, including schedules, staffing, deliverables, budgets, risks, dependencies, and contractual performance requirements.
  • Ensure successful delivery of all contract deliverables, reports, milestones, and customer commitments.
  • Collaborate with customer stakeholders, subcontractors, and OEM partners to resolve complex technical and operational challenges.
  • Provide executive-level reporting on program health, staffing, risks, financial performance, and customer satisfaction.
  • Support ERP/HCM implementation activities across the full project lifecycle, including requirements, design, development, testing, deployment, and post-production support.
  • Provide leadership and oversight of Risk Management Framework (RMF) activities and support efforts to achieve and maintain Authority to Operate (ATO).
  • Ensure compliance with customer security requirements, agency policies, and contractual obligations.
  • Mentor team members, establish accountability, and foster a culture of delivery excellence and continuous improvement.
  • Escalate issues and risks appropriately while driving timely resolution and maintaining program momentum.
