About The Position

A governmental affairs position focused on facilitating implementation of corporate policy and legislative positions on State retail market issues impacting the Commercial and business unit strategic and business plans across a couple of states as assigned by the VP, State Government Affairs. The position supports Exelon Nuclear, Exelon Power, and Exelon's competitive Retail groups by providing analysis and state government advocacy of Exelon state regulatory and legislative positions. The position ensures coordination between corporate and Exelon's commercial business unit interests through communication, analysis and integration of policy, regulatory and legislative positions across corporate and Generation business unit groups. The position will represent Exelon's competitive retail business and is accountable for promoting and influencing external stakeholders and policymakers to support Exelon policies through lobbying, and relationship management. The position reports to the VP State Government Affairs and will supervise the Manager, State Government Affairs.

Requirements

  • Bachelor's degree and 12-years' experience
  • 12-years professional experience with management and leadership responsibilities in the electric and gas industry, with at least 7 years focused in government affairs or external affairs activities
  • Demonstrated excellent written and oral communication skills
  • An understanding of, and experience in, electric and gas utility operations, and the regulatory, political and legislative process that govern utilities
  • Conversant with trends and policy implications of current financial, energy, legal and labor issues associated with this industry
  • Strong consultative and interpersonal skills to work with diverse groups of individuals inside and outside large companies including Company CEOs, presidents and their staffs, lobbyists, state and local elected and appointed officials and regulators, trade and business associations, foundations, political organizations, and public interest groups

Responsibilities

  • Assist the VP and Director, State Affairs in facilitating the development of strategic policies at the state level that promote and support effective competitive markets and legislative strategies.
  • Coordinate internal and external Constellation policy, regulatory and legislative positions
  • Prepare written material including whitepapers, talking points, and presentations.
  • Review and analyze State legislative, regulatory and public policy initiatives with respect to the impact on Constellation Commercial policy positions and recommend actions to senior leadership and design
  • Communicate and translate State policy positions, key initiatives and implications of legislative and public policy to Commercial business unit management
  • Maintain and leverage relationships with key external policymakers, stakeholders and decision makers in order to support Constellation Generation initiatives.
  • Manage relationships with key state and local elected officials
  • Support for Constellation Power and Constellation Nuclear plants on state and local government affairs issues as a single state contributor.
  • In coordination with the Public Advocacy group, attain leadership positions in professional organizations and industry groups.
  • Participate in and managing direct lobbying efforts of policymakers and staff, providing political insights regarding the development of corporate legislative and regulatory positions and policies, relationship management, and Constellation Generation site support activities.
  • The position will function as the primary point of contact with State and Local governments and the district offices of state elected officials located within the vicinity of designated Constellation Generation Assets
