Requirements

15+ years of proposal, bid management, or pursuit leadership experience on major infrastructure projects.
Proven success leading complex transit, transportation, civil, or construction pursuits.
Strong understanding of Alliance, P3, Design-Build, and JV delivery models.
Exceptional leadership, communication, stakeholder management, and strategic thinking skills.
Experience managing multidisciplinary teams in a deadline-driven environment.
Bachelor's degree in Engineering, Construction Management, Business, Communications, or a related field.

Responsibilities

Lead the development and execution of major proposal pursuits and bid strategies.
Oversee RFQ, RFP, EOI, and Market Sounding submissions from pursuit launch to close.
Manage proposal teams, resources, schedules, and submission quality.
Collaborate with executive leadership, operations, estimating, commercial, and technical teams.
Lead pursuit activities involving Joint Venture (JV), Alliance, and P3 delivery models.
Ensure compliance with client requirements and pursuit governance processes.
Mentor and develop proposal professionals and pursuit teams.
Present pursuit recommendations, risk assessments, and win strategies to senior leadership.
