About The Position

Quantum Sky is creating this role to put a single accountable owner over proposal governance and compliance across the enterprise. You will inherit a defined operating model and be responsible for making it real. You will provide independent oversight of our highest-value pursuits - every Strategic Pursuit. The role sits outside of capture and proposal management, which is precisely what makes the check worth having. Your mandate is simple to state and hard to do: nothing we submit should ever be disqualified for a reason we could have caught. This is deliberately not an open-ended gatekeeping job. Reviews are time-boxed against published response windows, and the function is measured on preventing disqualifications rather than on stopping bids. You will have real authority at the point of submission, scoped narrowly and used sparingly.

Requirements

  • Ten or more years of federal proposal experience, including five or more years leading or governing large, complex pursuits.
  • Demonstrated ownership of compliance for pursuits valued at $100M or greater, including multi-volume submissions.
  • Working command of FAR and DFARS as applied to solicitation compliance, with genuine fluency in Sections L and M, compliance matrix construction, and requirements traceability.
  • Hands-on experience building or administering compliance matrices and final submission reconciliation.
  • Proven facilitation of formal color team reviews with defined entrance and exit criteria.
  • Direct experience with federal submission portals and mechanisms — SAM.gov, eBuy, PIEE, GSA ASSIST, and agency-specific systems.
  • The judgment to hold an independent compliance position under schedule pressure, and the skill to escalate constructively when you do.
  • Excellent written communication. You will be issuing concise, defensible written calls on a deadline.
  • Bachelor’s degree, or an equivalent combination of education and directly relevant experience.

Nice To Haves

  • APMP certification at Practitioner or Professional level, or Shipley or comparable capture and proposal methodology training.
  • Experience standing up a governance or compliance function from a standing start rather than inheriting a mature one.
  • Background in a private-equity-backed or multi-entity environment with active acquisition integration.
  • Familiarity with IDIQ, GWAC, and multiple-award vehicle task order compliance.
  • Working knowledge of CUI handling requirements and NIST SP 800-171 as applied to proposal material.
  • An active or recent security clearance.

Responsibilities

  • Independent compliance oversight of every pursuit above $50M, from bid decision through final submission.
  • The enterprise standard for compliance matrices and requirements traceability — built once, applied everywhere.
  • Final package reconciliation and submission-readiness certification before anything leaves the building.
  • A consistent color team methodology across Pink, Red, and Gold reviews, with real entrance and exit criteria and findings tracked to closure.
  • Root-cause review on every material incident and near miss, and the corrective actions that follow from it.
  • An executive dashboard that tells leadership honestly how the function is performing.
  • The working relationships across Capture, BD, Contracts, Pricing, and Legal that close systemic control gaps.
