About The Position

As a Director, Program Management, you will lead and oversee the end-to-end execution of fiber optic network construction projects. This role ensures all activities align with scope, budget, and schedule while driving successful delivery of infrastructure projects in the field. You will lead cross-functional teams, manage key stakeholders, and ensure compliance with industry standards.

Requirements

  • Strong knowledge of telecommunications construction prints and scopes of work
  • Minimum of 5 years of project management experience in telecommunications or related industries
  • Bachelor’s degree in Construction Management, Business Management, or equivalent experience
  • Proven ability to make data-driven decisions using KPIs to improve operational performance
  • Expertise in project planning, execution, and resource optimization
  • Strong leadership, communication, negotiation, and conflict-resolution skills
  • Experience managing: Work-in-progress (WIP) tracking, Backlog oversight, Risk mitigation strategies
  • Ability to identify operational bottlenecks and implement process improvements
  • Strong financial acumen, including budgeting, forecasting, cost control, and investment analysis
  • Knowledge of pricing strategies, contract compliance, and financial structuring
  • Experience in financial reporting and delivering actionable business insights
  • Demonstrated success in stakeholder engagement and leading cross-functional teams
  • Strategic mindset with experience scaling operations and adapting to market changes
  • Ability to pass a background check and drug screening
  • Willingness to travel up to 25%
  • Proficiency in Microsoft Office Suite

Responsibilities

  • Lead and manage multiple large-scale projects, including underground and aerial fiber builds, ensuring timely, on-budget, and quality delivery
  • Collaborate with internal and external stakeholders—including construction, engineering, procurement, and regulatory bodies—to ensure seamless execution across all phases of OSP deployment
  • Develop and manage comprehensive project plans, including scope definition, resource allocation, scheduling, budgeting, and forecasting
  • Oversee project budgets, ensuring accurate forecasting and alignment with financial targets for capital expenditures, labor, and materials
  • Maintain full ownership of project lifecycle execution, including: Design, Construction management, Zoning and permitting, Licensing, System acceptance, NOC integration, Project closeout
  • Monitor construction quality to ensure compliance with design specifications, contractual obligations, and industry standards
  • Negotiate and manage change orders for out-of-scope work
  • Provide detailed daily and weekly reporting on project status, milestones, resource usage, and field progress to stakeholders
  • Conduct field visits as needed to oversee construction activities, resolve issues, and ensure adherence to plans and safety standards
  • Manage multiple projects simultaneously, ensuring alignment of scope, schedule, and budget
  • Review OSP designs for accuracy and compliance; provide feedback to ensure constructability and project feasibility
  • Support business development efforts, including project sales calls, kickoff meetings, and vendor selection
  • Serve as the primary point of contact for project communications, reporting progress, risks, and resolutions to leadership
  • Identify and mitigate risks related to OSP deployments, including permitting challenges, delays, and regulatory constraints
  • Ensure proper documentation and compliance with all local, state, and federal regulations
  • Perform additional duties as needed to support successful project delivery
