About The Position

Turner & Townsend is looking for a Director- PMO to join our team. This individual will have strong leadership skills and proven track record of successfully manage scheduling on prior projects or programs. Per client requirements, only US citizens may be considered for this opportunity.

Requirements

  • 12+ years of experience in program management, PMO leadership, or program controls for major capital programs.
  • Proven experience in aviation, transportation, or large infrastructure delivery.
  • Strong expertise in governance, program controls, reporting, and risk/change management.
  • Demonstrated ability to lead cross‑functional teams and influence senior stakeholders.
  • Exceptional communication skills with the ability to present to executive audiences.
  • Per client requirements, only US citizens may be considered for this opportunity.

Nice To Haves

  • Experience with airport authorities, FAA programs, or federal capital delivery.
  • Background in design‑build, CMAR, progressive design‑build, or multi‑prime delivery environments.
  • Familiarity with enterprise PMO systems, cost management platforms, and scheduling tools.
  • Professional certifications such as PMP, PgMP, CCP, PSP, or equivalent.

Responsibilities

  • Establish and lead the PMO framework, governance model, and operating structure for major aviation and infrastructure programs.
  • Define standards, processes, and controls across cost, schedule, risk, change, reporting, and document management.
  • Ensure alignment with client requirements, federal guidelines, and Turner & Townsend best practices.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
  • Oversee integrated program controls, including cost management, scheduling, risk management, and performance reporting.
  • Ensure consistency and accuracy of program data, baselines, forecasts, and KPIs.
  • Lead development of program dashboards, executive reports, and performance insights.
  • Direct the program’s risk management framework, including identification, quantification, mitigation, and reporting.
  • Lead the change management process, ensuring disciplined evaluation, approval, and integration of changes.
  • Provide scenario analysis, decision support, and strategic recommendations to client leadership.
  • Serve as the primary PMO representative to client executives, governance boards, and delivery partners.
  • Present program performance, risks, and strategic insights in clear, concise executive formats.
  • Facilitate alignment across design, construction, commercial, and operational teams.
  • Lead and mentor a multidisciplinary PMO team across controls, reporting, governance, and analytics.
  • Build capability within the PMO through training, coaching, and continuous improvement.
  • Foster a culture of accountability, transparency, and high performance.
  • Strategic thinker with the ability to shape and lead a high‑performing PMO.
  • Strong executive presence and communication skills.
  • Ability to drive alignment across complex stakeholder groups.
