About The Position

The Massachusetts Port Authority is seeking a Director of Treasury & Financial Services to join their dynamic organization. This role is crucial in connecting people and businesses globally through air, land, and sea operations. The Administration and Finance department is responsible for the effective and responsible planning, management, and accounting of Massport’s financial resources. They aim to support the Authority's mission by maintaining high standards of excellence, fostering financial sustainability, optimizing resource allocation, and ensuring transparency and accountability. The department utilizes data analytics and forecasting for informed decision-making and collaborates with operating departments to empower sustained growth and success, contributing to the region's economic vitality and stakeholder expectations.

Requirements

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field required; advanced degree or professional credential such as an MBA, MPA, CPA, CFA, or CTP preferred.
  • 15+ years of progressive leadership experience in treasury, public finance, corporate finance, infrastructure finance, or a similarly complex environment, including responsibility for major financing initiatives, capital funding strategies, debt transactions, liquidity management, financial forecasting, and the leadership of high-performing professional teams.
  • Deep expertise in treasury operations, capital markets, debt financing, investment management, liquidity planning, financial modeling, forecasting, and strategic financial analysis, with the ability to integrate capital investment needs, funding sources, debt obligations, grants, rates, and affordability considerations into comprehensive financial strategies that support long-term organizational objectives.
  • Demonstrated ability to evaluate complex financial, market, legal, contractual, regulatory, and policy issues; develop data-driven recommendations; and communicate sophisticated concepts clearly and effectively to executive leadership, Board members, investors, rating agencies, customers, regulators, and other stakeholders.
  • Exceptional leadership, communication, and relationship-management skills, with a proven ability to build credibility across diverse stakeholder groups, influence strategic decision-making, navigate competing priorities, and foster collaboration among financial, operational, legal, technical, and external partners.
  • Strong professional judgment, integrity, and business acumen, with the ability to manage multiple high-priority initiatives simultaneously, maintain effective decision-making during periods of uncertainty or market volatility, and promote a culture of accountability, financial stewardship, continuous improvement, and operational excellence.

Responsibilities

  • Shape the Authority's long-term financial strategy by connecting liquidity, capital funding, debt capacity, grants, rates and charges, energy costs, and affordability into an integrated framework that supports sustainable growth, infrastructure investment, and financial resiliency.
  • Serve as a trusted advisor to the Chief Financial Officer and executive leadership team, providing strategic insight and recommendations on complex financial matters with significant operational, customer, credit, regulatory, and reputational implications.
  • Lead the financial planning and execution behind major capital investments and funding initiatives, balancing competing priorities while ensuring the Authority maintains strong liquidity, credit strength, prudent risk management practices, and long-term financial sustainability.
  • Build and maintain collaborative relationships with Board members, financial institutions, rating agencies, investors, regulators, advisors, and cross-functional stakeholders to advance strategic objectives, support informed decision-making, and ensure effective governance.
  • Develop and lead a high-performing team while fostering a culture of financial stewardship, accountability, transparency, continuous improvement, and analytical excellence in support of the Authority's mission and future investment priorities.
