About The Position

The Office of the Inspector General (OIG) has been recently established as an independent and nonpartisan agency to detect and deter fraud, waste, abuse, mismanagement, and corruption in or affecting state government. The OIG is seeking a communications and public affairs professional to serve as its first Director of Transparency and Engagement, who will be responsible for conceptualizing, initiating, and leading the OIG’s important communications and external engagement efforts. The Director will oversee the development and implementation of messaging and outreach related to the OIG’s work promoting integrity, transparency, and accountability across Delaware government. This position may require state-wide travel and occasional work outside of a standard 8:00 am – 4:30 pm schedule.

Requirements

  • Bachelor’s degree in communications, public affairs, public relations, public administration, journalism, political science, or a related relevant field.
  • At least two (2) years of relevant experience in communications, public affairs, government relations, or external affairs and community outreach efforts.
  • Experience in or knowledge of the development and implementation of strategic communications plans, including media relations, digital communications, and public outreach approaches and strategy.
  • Demonstrated writing, editing, and public speaking skills, with the ability to communicate complex or sensitive matters clearly and effectively to diverse audiences.
  • Experience working with social media platforms, website management, and digital engagement analytics.
  • Experience managing multiple projects simultaneously, exercise sound judgment, and represent an organization professionally in public.
  • The ideal candidate is a self-starter and adept multitasker, who has strong judgment, sound discretion, a collegial attitude, and the ability to set and meet deadlines.

Nice To Haves

  • Experience working in government, law, public policy, oversight, or a related public sector environment is preferred, but not required.
  • Experience working in or with, or substantial knowledge of Delaware state government is preferred, but not required.
  • Prior working experience with multi-media and graphic design programs is preferred but not required.

Responsibilities

  • Develops and implements a communications and engagement strategy to promote awareness of the OIG’s mission and work.
  • Serves as the OIG’s primary liaison for press matters and public-facing events with the public, the state government, community organizations, academic institutions, and law enforcement and other oversight partners.
  • Plans, coordinates, and directs public programs, outreach events, and educational presentations and trainings to enhance understanding of independent oversight and foster engagement with the OIG.
  • Advises OIG leadership on messaging, media strategy, and external communications.
  • Develops and manages the OIG’s digital presence, including social media platforms and website content, and develops and evaluates engagement metrics to improve outreach efforts.
  • Creates multi-media content that clearly and effectively conveys the work of the OIG in advancing integrity, transparency, and accountability in state government.
  • Works collaboratively with other governmental agencies, non-governmental organizations, educational institutions, and others to design and implement programs and initiatives promoting integrity, transparency, and public trust in government.
  • Oversees and coordinates the Inspector General’s participation in public events.
