About The Position

The Director of Title IX and Compliance leads the school division’s commitment to providing a safe, welcoming, and equitable environment for all students and staff. The Director of Title IX and Compliance leads, coordinates and supports the school division's compliance with Title IX of the Education Amendments of 1972, which prohibits sex-based discrimination in federally funded educational programs and activities and collaborates with school leadership to maintain compliance with state and federal laws. Operating through an equity lens within the Department of Student Services and Equity, this position leads and oversees compliance with Title IX and related civil rights laws, directs grievance and investigation processes, supports broader federal, state, and local civil rights regulations prohibiting unlawful discrimination, harassment and misconduct, manages division-wide education and prevention programs, manages data and information systems, to implement division-wide prevention and education initiatives to maintain a safe, equitable learning and work environment. This is a 12-month, 240 day Adminstrative position reporting directly to the Executive Director of Equity within Student Services.

Requirements

Master’s degree from an accredited college or university in education, social work, psychology, public administration, criminal justice, public policy or a related field.
Minimum 5 years of progressive, hands-on management and investigative experience within public schools or a similar setting
Documented experience successfully working with school administration and central office leaders preferred
Knowledge of city agencies
Experience working in an urban school division
Knowledge of student support services.
Title IX Role(s) Training: Formal certification from a recognized national organization such as ICS K-12 (Institutional Compliance Solutions) ATIXA (Association of Title IX Administrators) or TNG (Title IX Investigator/Coordinator training).
K-12 Specific Title IX Training: Specialized coursework covering the unique regulatory landscape of K-12 environments (as opposed to higher education frameworks).
Investigator Training: Certification or documented training in trauma-informed interviewing techniques, due process, and evidence gathering.
Vast operational knowledge of Title IX regulations, federal/state civil rights laws, and K-12 educational policies.
Skilled use of trauma-informed interviewing, objective evidence gathering, and managing impartial grievance procedures.
Ability to handle highly sensitive, emotionally charged situations with strict neutrality, diplomacy, and confidentiality.
Ability to advise and support students, families, school staff, and community equity partners regarding Title IX rights.
Skilled in collecting and analyzing case data to implement preventative measures and mitigate Title IX compliance risks.
Communication skills with a proven track record of delivering complex civil rights and equity training to diverse audiences.
Analytical and organizational skills to assess division policies and foster an equitable, legally compliant environment.
High level of integrity; ability to manage conflict, deal with controversy, and handle confidential information ethically, professionally, and appropriately.
Thrives while working under pressure in a fast-paced environment with a sense of urgency for all requests
Ability to defuse and manage sensitive and potentially stressful situations and ability to maintain professionalism when working with legal processes.
Criminal Justice Fingerprint/Background Clearance.

Responsibilities

Serves as an expert on the federal Title IX (of the Education Amendments of 1972) law and its implementation regulations.
Understand the requirements and the intent of the law.
Keep informed of current research and legal and judicial decisions related to Title IX and gender equity.
Responsible for gathering research and training about state laws, regulations and policies on all equity issues, including bullying and harassment and child abuse laws.
Be knowledgeable of federal and state laws (e.g. ADA, Section 504, IDEA) prohibiting discrimination against all protected classes (including race, religion and sexual orientation) and assist whenever possible.
Coordinate and support the Title IX team (Investigators, Decision-makers & Appellate Decision-maker) and division staff.
Provide program development, including in-service training, to eliminate sex discrimination in the district.
Provide updated resources on Title IX and gender equity to local school districts.
Conduct intake and triage potential Title IX cases.
Developing a Title IX Team (and potentially a committee) to assist in meeting Title IX obligations.
Participating in the development and implementation of the school system's sexual harassment policy.
Be aware of new needs which may dictate changes or revisions in existing policies or practices.
Assisting faculty, counselors and administrators in complying with Title IX, and when a need arises, planning remedial actions.
Making your presence known in the community by disseminating civil rights information or by speaking at parent-teacher group meetings, social or professional organization meetings, and other community functions.
Serving as a resource to the local superintendent of schools on Title IX/gender issues, and submitting annual reports on Title IX compliance activities to the district superintendent.
Monitoring and evaluating the district's Title IX compliance efforts and making recommendations for any appropriate changes.
Providing updated information to schools on Title IX implementation and issues
Maintaining contact with the state education agency Title IX coordinator and with the federal regional equity assistance center.
Identifying and disseminating information about Title IX educational resources (organizations, individuals, print, internet, and audio-visual).
Monitor grievance procedures to include investigations and appeals.
Serve as the Informal Resolution Officer.
Create and disseminate Title IX Notice of Allegation letters to complainants and respondents.
Maintain Title IX records of all grievances filed for seven years.
Monitor federal and state regulations, judicial decisions, and research regarding Title IX, gender equity, anti-bullying, child abuse laws, and broader civil rights protections (e.g., ADA, Section 504, IDEA).
Systems oversight of 504, FOIA and FERPA compliance procedures and grievances.
Oversee the maintenance of the Title IX website, curate educational resources, and liaise with the state education agency and federal regional equity assistance centers to keep schools informed.
Oversee restorative practices legislative requirements and support.
Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the department.
