About The Position

The Director of Subcontracts Management is PacSci EMC’s senior functional leader and subject matter expert for government subcontracting in a regulated aerospace and defense environment. The role is accountable for regulatory compliance, developing the Subcontracts Management Team (SMT), and creating scalable processes, governance, systems, and operating practices to support business growth. The Director will transform the subcontracting function, establish training and development programs, ensure compliant customer submissions and subcontract actions, and develop a five-year strategic roadmap. The role works closely with Legal, Compliance, Engineering, Programs, Finance, Supply Chain, and executive leadership, combining direct people leadership with cross-functional influence. The Director leads government-contracting compliance and governance, including FAR, DFARS, CPSR expectations, acquisition requirements, export controls, flow-down provisions, and subcontract compliance. The role establishes policies, standard work, templates, documentation controls, and oversight mechanisms; prepares the organization for CPSR, DCMA/DCAA, and other government reviews; and advises leadership on regulatory developments, exposure, contractual risk, and mitigation. The Director leads, coaches, and develops the SMT, including team leadership, succession planning, performance management, and organizational design. They assess capability gaps, implement training, lead organizational change and process standardization, and execute a five-year roadmap to improve capability, maturity, and capacity while supporting growth without proportionate staffing increases. The role oversees the full lifecycle of complex, high-risk, and high-value subcontracts, from solicitation and source selection through negotiation, award, administration, supplier performance, and closeout. It directs cost/price analysis, negotiation strategy, supplier risk management, and claims or dispute resolution; ensures supplier performance; supports capture, proposal, and program strategies; and develops compliant small and disadvantaged business engagement strategies. The Director also modernizes processes and technology by implementing scalable digital workflows, standardized templates, contract analytics, automation, or AI-enabled tools subject to security, IT, data-governance, and export-control requirements. The role owns SMT systems and data practices, partners on ERP/MRP integrations, and applies continuous improvement to enhance organizational effectiveness and support growth. The position is based on-site in Chandler, Arizona, five days per week, with approximately 20% business travel that may vary with operational needs. Relocation candidates may be considered. Only U.S. citizens are eligible because of applicable U.S. Government contract requirements.
