The Director of Strategic Growth will lead Anika Systems’ efforts to expand its footprint and capture new business within the National Security, and DoD sectors. This executive-level position will be responsible for shaping and executing the company’s business development strategy in these areas, managing key client relationships, and driving growth through successful government contract pursuits. The ideal candidate will have an extensive background in federal contracting, a strong understanding of the unique needs of these sectors, and a proven track record of building relationships with decision-makers in federal agencies.

Requirements

• 10-15 years of total experience with 8+ years of business development experience in the federal contracting space, with a focus on National Security, and DoD agencies.
• Experience in technology consulting services (IT modernization, cloud engineering, analytics, automation) is a significant plus.
• Must be local to the DMV area.
• Knowledge of challenges and procurement needs across the following agencies is preferred: National Security (DHS, DOJ, DoS) and DoD (Navy, Army, Airforce)
• Demonstrated success in capturing and managing small business (8(a), WOSB) and unrestricted government contracts, particularly in the areas of : National Security (DHS, DOJ, DoS) and DoD (Navy, Army, Airforce)
• Established and well-maintained relationships with key stakeholders in federal agencies, including program managers, contracting officers, and decision-makers in : National Security (DHS, DOJ, DoS) and DoD (Navy, Army, Airforce)
• Strong ability to develop and execute long-term growth strategies while balancing immediate business development goals. Analytical mindset with the ability to adapt to changing market conditions.
• Experience in leading and mentoring teams, with a track record of motivating staff, managing complex projects, and driving results in a collaborative environment.
• Bachelor’s degree in Business, Information Technology, Government, or a related field.
• Expertise in federal procurement regulations (FAR, DFARS) and knowledge of the regulatory requirements specific to : National Security (DHS, DOJ, DoS) and DoD (Navy, Army, Airforce)
• Strong communication, negotiation, and presentation skills.
• Exceptional ability to build and maintain client relationships in the federal government.
• High level of initiative, with a self-starter attitude and the ability to work independently and collaboratively.
• Strong organizational skills and attention to detail.
• Ability to thrive in a fast-paced, rapidly evolving federal contracting environment.

Nice To Haves

• An MBA or advanced degree is a plus.
• Experience in the qualification, win strategy, capture, and support of proposal development activities.
• Experience leading successful pursuits across federal National Security and DoD sectors in the areas of Robotic Process Automation (RPA) with UiPath, Low Code (Microsoft Power Platform), Data Engineering and Analytics, and digital transformation initiatives.
• Track record of capturing and bidding opportunities across National Security and DoD sectors in areas of Salesforce and ServiceNow.

Responsibilities

• Develop and implement a strategic business development plan focused on identifying and capturing new opportunities within : National Security (DHS, DOJ, DoS) and DoD (Navy, Army, Airforce). Drive growth through targeted marketing, sales, and partnership initiatives.
• Lead efforts to identify new business opportunities and qualifications for contracts in the federal marketplace. Ensure alignment with Anika Systems’ service offerings, such as data analytics, cloud engineering, IT modernization, and intelligent automation. Leverage existing Anika contracting vehicles, GWAC (OASIS, Polaris) and IDIQ’s to qualify and bid task orders.
• Cultivate and nurture relationships with key decision-makers across : National Security (DHS, DOJ, DoS) and DoD (Navy, Army, Airforce) agencies. Build trust and foster long-term partnerships with federal government clients to ensure successful contract awards and execution.
• Capture Management: Collaborate and support Proposal, Solutions, and BD/Capture teams across the capture process for new business, ensuring effective proposal management, strategy development, and compliance with federal procurement regulations. Partner with the Vice President of Capture and Proposals to support the efforts for the preparation and submission of high-quality proposals that align with agency needs.
• Monitor and assess industry trends, government priorities, and competitor activities to position Anika Systems strategically in the federal marketplace. Provide insights and recommendations to executive leadership to inform business decisions.
• Represent Anika Systems at key industry events, conferences, and networking forums relevant to: National Security (DHS, DOJ, DoS) and DoD (Navy, Army, Airforce). Actively engage with potential clients, prime contractors, and industry partners to expand Anika’s visibility and opportunities.
• Lead, mentor, and support the business development team, ensuring alignment with organizational goals and driving a results-oriented culture. Provide guidance on proposal development, market strategies, and customer relationship management.
• Work closely with the COO and other senior leaders to align business development efforts with company objectives, ensuring cohesive and integrated growth strategies across all lines of business.
• Ensure all business development efforts are compliant with federal procurement regulations (FAR, DFARS), as well as industry best practices for federal contracting.
