About The Position

The Director of Sourcing and Supplier Management is responsible for the management and oversight of the supplier procurement and management organization. This position is responsible for setting and executing the strategic direction of a comprehensive supplier program that includes identifying and establishing relationships with high potential partners, contracting for services and products, establishing supplier program policies and procedures, ensuring compliance with regulatory and contractual requirements, and managing the overall performance of partners. The supplier program optimizes supplier performance and ensures that contracts align with corporate goals, procurement policy, and deliver the highest level of value for the organization.

Requirements

  • Bachelor’s degree or equivalent work experience
  • 5+ years in a healthcare related environment.
  • 5+ years working with a supplier management and procurement program, including experience with supplier contracting
  • 3+ years managing teams
  • Working knowledge of regulatory requirements in a healthcare environment (FDRs, CMS, NCQA, URAC, etc.)
  • General knowledge of Healthcare Operations and Managed Care required
  • Strong negotiation and influencing skills
  • Excellent relationship management, problem resolution, and service excellence skills.
  • Analytical and data experience required
  • Proven leadership skills to build effective teams
  • Strong oral and written communication skills
  • Ability to interact within all levels of the organization.
  • Demonstrated ability to successfully plan, organize and manage projects
  • Purchasing and negotiations, including legal contract review.
  • Strong financial acumen.
  • Excellent written and oral communication skills and the ability to communicate effectively with all levels of internal and external stakeholders.
  • High level of technical ability using a variety of tools/applications.

Nice To Haves

  • Master’s and/or Juris Doctorate (JD) degree in Business, Health Related/Public Health field, Finance.
  • Experience in CMS Medicare products, Medicaid, or both preferred.

Responsibilities

  • Build and lead a comprehensive supplier strategy that will include establishing relationships with high potential partners, competitive contracting, deploying supplier quality and performance measurements, managing the quality and financial performance of suppliers, and establishing supplier governance, policies and procedures.
  • Partner with business owners to develop multi-year strategic plans and roadmaps for supplier services and products that optimize the value for the organization. Cultivate strong relationships with internal and external stakeholders to develop long term business strategies and efficiencies.
  • Deploy a sophisticated supplier management function including scorecards, quarterly business reviews, “preferred supplier” designation, qualification of new suppliers, etc.
  • Identify and execute on continuous improvement opportunities by gathering feedback, analyzing data, and partnering cross-functionally with key leaders and teams.
  • Optimize the total supplier portfolio to ensure the organization’s return on investment is maximized. Establish and monitor portfolio level key performance indicators (KPIs) to measure effectiveness and scale programs in an ROI-positive manner.
  • Lead a team that will support the end to end supplier lifecycle: market research, supplier selection (competitive bidding and RFI/RFP processes), contracting and negotiation, ongoing performance and financial management of contracted suppliers, re-procurement and termination.
  • Lead department program operations to provide data insights, appropriate supplier management technology/software solutions, process documentation, supplier implementation management and a knowledge management strategy that supports compliance and regulatory requirements.
  • Ensure that the team guides cross-functional stakeholders through definition of business requirements, sourcing strategy, contract negotiation and supplier selection.
  • Assess the market of emerging and competitive products to strategically identify new services, products and equipment opportunities and provide insight and guidance to business owners.
  • Ensure that the sourcing process aligns with company goals, business objectives, and complies with company and regulatory policies.
  • Ensure that quality performance standards are identified, implemented, monitored, and performance action is taken when needed. When necessary, will work with the functional area managers and the Compliance team on performance deficiencies and compliance action plans.
  • Ensure the tracking and completion of accurate reporting information, escalation, communication and resolution of supplier related issues, completion of NCQA requirements, requests for information and submission of information to external entities.
  • Provide support to Legal and Compliance specific to the identification and monitoring for FDR identified entities. Accountable for coordinating compliance efforts with specific functional area managers.
  • Support annual department budget and is responsible to performance against plan.
