About The Position

Provides strategic leadership for district-wide systems and services that support student well-being, social-emotional learning, mental health, behavior, and equitable access to educational opportunities. Directs and supervises Principals/Assistant Directors and other assigned staff including board certified behavior analysts, school counselors/school social workers, school psychologists, and other support personnel, through coaching, mentoring, professional growth, and performance evaluation. Leads the development, implementation, and continuous improvement of sustainable systems related to social-emotional learning, Multi-Tiered Systems of Support (MTSS), behavioral interventions, crisis response, and mental health initiatives. Oversees the design, delivery, evaluation, and approval of professional learning and curriculum related to student support services and social-emotional development. Provides leadership for the district's Core Values Committee and supports the ongoing development of the district's cultural ecosystem by fostering belonging, trust, collaboration, and continuous improvement across programs, departments, and stakeholder groups. Cultivates and maintains partnerships with schools, families, community organizations, and service providers to enhance student outcomes and support district priorities. Provides leadership for district initiatives that promote inclusive practices, belonging, and equitable access for all students. Responsible for budget development, resource allocation, program evaluation, and continuous improvement within assigned areas. Collaborates with district and school leaders to establish goals, implement strategic initiatives, and monitor outcomes. Performs related work as assigned. Work is performed under the general direction of the Executive Director of Student Services and involves significant responsibility for establishing priorities, recommending policy, and leading district-wide initiatives that advance student success and organizational effectiveness.

Requirements

  • Master's degree in Educational Leadership, Special Education, School Psychology, Social Work, Counseling, or a closely related field.
  • Valid Minnesota licensure as a Director of Special Education and valid Minnesota Principal licensure, or eligibility to obtain required licensure.
  • Minimum of five years of successful leadership experience in special education, student support services, school administration, or a related educational leadership role.
  • Comprehensive knowledge of federal and state laws, regulations, and best practices related to special education, student support services, mental health, social-emotional learning, Multi-Tiered Systems of Support (MTSS), behavioral interventions, restrictive procedures, due process, and educational equity.
  • Demonstrated knowledge of curriculum development, instructional systems, assessment practices, program evaluation, continuous improvement processes, and implementation science.
  • Knowledge of school finance, budget development, resource allocation, and fiscal management practices.
  • Ability to lead and manage complex systems, initiatives, and organizational change through collaboration, strategic planning, and data-informed decision making.
  • Ability to recruit, supervise, coach, mentor, develop, and evaluate professional staff while fostering a positive, inclusive, and high-performing work environment.
  • Demonstrated ability to establish and maintain effective working relationships with staff, students, families, community partners, member districts, and other stakeholders.
  • Strong written, verbal, facilitation, and presentation skills with the ability to communicate effectively with diverse audiences.
  • Ability to analyze data, evaluate program effectiveness, identify trends, and make recommendations to improve student outcomes and organizational effectiveness.
  • Proficiency with educational technology, student information systems, data management systems, and standard office productivity software.
  • Ability to exercise sound judgment, maintain confidentiality, manage multiple priorities, and respond effectively to complex and sensitive situations.

Nice To Haves

  • Experience supervising school psychologists, school social workers, behavior specialists, or other student support personnel.
  • Experience leading district-wide SEL, MTSS, mental health, crisis response, or behavior support initiatives.
  • Experience in a setting serving students with significant educational, behavioral, and mental health needs.
  • Training and experience in implementation science, systems change, restorative practices, trauma-responsive practices, or Positive Behavioral Interventions and Supports (PBIS).

Responsibilities

  • Provides leadership for district-wide systems that promote student well-being, mental health, social-emotional learning, positive behavior supports, crisis response, and equitable student outcomes.
  • Leads the district's Core Values Committee and collaborates with district leaders, staff, students, families, and community partners to strengthen the district's cultural ecosystem and ensure organizational practices align with district values.
  • Promotes a culture of integrity, empathy, collaboration, and belonging by supporting implementation of district core values through professional learning, leadership development, and continuous improvement efforts.
  • Directs, supervises, coaches, mentors, and evaluates assigned staff while fostering a culture of accountability, growth, trust, and professional excellence.
  • Leads the development, implementation, monitoring, and continuous improvement of district-wide frameworks, procedures, and practices related to social-emotional learning, mental health supports, behavioral interventions, crisis response, threat assessment, restrictive procedures, and student safety.
  • Collaborates with district and school leaders to develop and monitor strategic plans, Continuous Site Improvement Plans, and organizational initiatives that advance student achievement, engagement, belonging, and well-being.
  • Provides strategic leadership for professional learning systems that build staff capacity in areas such as social-emotional learning, mental health, MTSS, behavior supports, crisis prevention and intervention, culturally responsive practices, and inclusive learning environments.
  • Develops and maintains collaborative partnerships with member districts, families, higher education institutions, mental health providers, and community organizations to strengthen supports and expand opportunities for students and staff.
  • Leads and facilitates district committees, task forces, and cross-functional teams focused on student support services, organizational culture, safety, behavioral health, belonging, and continuous improvement.
  • Uses data and stakeholder feedback to identify barriers, improve systems, monitor outcomes, and ensure equitable access to services and supports.
  • Develops, recommends, and monitors budgets for assigned programs and services, ensuring responsible stewardship of district resources and alignment with strategic priorities.
  • Advises the Executive Director of Student Services and district leadership regarding emerging trends, best practices, policy development, and strategic initiatives related to student support services, organizational culture, and student well-being.
  • Performs related duties as assigned.
