The Director of Rural Health Transformation provides strategic leadership, oversight, and operational direction for large-scale organizational initiatives, including federally funded projects and system transformation efforts. This full-time, salaried leadership position (40 hours per week) is responsible for planning, implementation, performance monitoring, sustainability planning, and continuous quality improvement associated with Rural Health Transformation initiatives, including Certified Community Behavioral Health Clinic (CCBHC) certification. This position is considered exempt in accordance with the Fair Labor Standards Act (FLSA) and reports directly to the Vice President of Quality and Compliance.

Requirements

Master’s degree required in healthcare administration, public health, social work, business administration, or a related field.
Demonstrated experience in project management, grant-funded initiatives, healthcare system transformation, or large-scale program implementation required.
Strong communication both written and verbal, interpersonal, and presentation skills required to effectively collaborate with executive leadership, external partners, and multidisciplinary teams.
Strong relationship building skills, both internally and externally, are required.
Proven ability to manage complex projects, timelines, deliverables, and competing priorities in a fast-paced environment.
Ability to maintain composure and exercise sound judgment in routine, urgent, and high-impact administrative and strategic situations.
Proficient computer skills with Microsoft Office applications, including Word, Excel, Outlook, and Teams.
Ability to work independently with minimal supervision while also functioning effectively as part of a collaborative leadership team.
Flexibility to adapt to evolving grant requirements, timelines, and organizational needs.
Ability to acquire and effectively execute new skills as funding priorities and regulatory requirements evolve.

Nice To Haves

Experience working with federal or state grants, community-based organizations, or behavioral health systems strongly preferred.
Knowledge of CCBHC certification requirements, rural health initiatives, or system-level behavioral health transformation preferred.

Responsibilities

Serve as the primary liaison to the Community Behavioral Health Association (CBHA) and other state and federal partners as assigned.
Assess statewide and organizational initiatives to determine CLM’s level of involvement, infrastructure needs, and operational readiness.
Develop comprehensive project plans, timelines, deliverables, and budgets, accountability structures such as associated budgets, data, and reporting metrics.
Collaborate with senior leadership and program directors to ensure alignment of strategic initiatives with CLM’s mission, operational capacity, and long-term sustainability goals.
Provide regular written and verbal updates regarding project status, risk mitigation strategies, milestones, and measurable outcomes.
Work collaboratively in CLM’s preparation for CCBHC certification, ensuring compliance with all federal and state standards.
Oversee the development and execution of a comprehensive Community Needs Assessment.
Establish policies, procedures, workflows, and reporting structures required to meet certification standards.
Ensure readiness for external audits, site reviews, and regulatory oversight.
Develop and implement long-term sustainability strategies to integrate new initiatives into ongoing operations.
Collaborate with Quality, Clinical, and Finance teams to embed project outcomes into the organization’s Quality Improvement (QI) framework.
Monitor clinical, operational, financial, and access-related indicators to ensure measurable impact and continuous improvement.
Identify risks, system gaps, and operational barriers; develop corrective action plans to maintain compliance and improve performance.
Prepare outcome reports for executive leadership, Advisory Boards, and governing bodies reflecting measurable results and system-level impact.
Lead the development and facilitation of a CCBHC Advisory Board inclusive of primary and secondary consumers and community stakeholders.
Ensure Advisory Board input meaningfully informs service design, quality improvement, and strategic decision-making.
Strengthen collaborative relationships with community partners, referral sources, and statewide behavioral health stakeholders.
Partner with the Director of Professional Development and Chief Operating Officer (COO) to support workforce development initiatives aligned with strategic priorities.
Support leadership in change management efforts and cross-departmental collaboration.
Serve on internal and external committees as determined by the supervisor.
Ensure all services, documentation, and reporting are completed in accordance with agency policies and applicable federal and state requirements.
Represent CLM in a professional and appropriate manner in all settings.
Perform other duties as assigned by the supervisor.
