About The Position

The State Office of Rural Health (SORH) serves as a focal point and state clearinghouse for collection and dissemination of information regarding rural health care issues, research findings, and innovative approaches to the delivery of health care in rural areas; provides coordination of rural health programming across the state to avoid redundancy and support coordination of efforts among public health and health care entities; and delivers technical assistance to rural-serving public and non-profit private entities to build capacity to access state and federal resources. Ultimately, as the state entity primarily responsible for rural health, SORH aims to support the Department, other state agencies, and rural Maryland communities to improve the accessibility of quality health services throughout rural Maryland and positively impact the health of rural Marylanders. SORH will oversee and administer the newly established CMS-funded Rural Health Transformation Program (RHTP) for the state of Maryland. The RHTP will improve the health of rural Marylanders by (1) strengthening the rural health workforce, (2) connecting rural Maryland to primary care, chronic disease management, specialty care, and behavioral health, and (3) addressing chronic disease with increased demand for and supply of nutritious food. This position, RHTP Performance Manager, provides administrative and managerial oversight of the implementation of performance management aspects of the RHTP in Maryland. This position is responsible for all aspects of RHTP performance management and compliance, including design and implementation of performance management metrics and tools, analysis, interpretation, and investigation of statistical data. RHTP fund subrecipients to receive RHTP team services include MDH programs, at least nine other state entities, eighteen local health departments, and numerous local level competitive sub-awardees. The position will supervise a Performance Coordinator in support of noted activities. This position is durational and will terminate at the end of the RHTP grant spending period (September 30, 2031), unless funding for this position ends sooner. This position is eligible for Hybrid Telework.

Requirements

  • Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level.
  • A Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience.
  • Additional experience will substitute on a year-for-year basis for the college degree.

Benefits

  • Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
  • As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.
  • The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
  • You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
  • Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
