Requirements

Strong knowledge of enterprise risk management, workplace safety, regulatory compliance, and organizational controls.
Strong knowledge of OSHA requirements, workplace safety standards, hazard identification, risk assessment, incident investigation, and corrective-action methodologies.
Demonstrated ability to develop and manage risk, safety, compliance, or accreditation systems across a multi-site organization.
Ability to interpret regulatory and accreditation requirements and translate them into practical organizational processes and controls.
Knowledge of CARF accreditation standards and continuous-readiness practices, or demonstrated ability to lead comparable accreditation or regulatory programs.
Strong analytical skills with the ability to evaluate incident, claims, safety, compliance, and operational data and identify meaningful trends.
Ability to influence organizational behavior, establish accountability, and gain cooperation across departments without relying solely on direct supervisory authority.
Strong communication, facilitation, presentation, and written communication skills.
Demonstrated judgment and discretion when handling significant incidents, confidential information, organizational risk, and sensitive compliance matters.
Ability to balance risk mitigation and regulatory requirements with practical operational and mission needs.
Strong project-management, organizational, and time-management skills with the ability to manage multiple enterprise priorities simultaneously.
Ability to build collaborative relationships across all organizational levels and promote a culture of safety, accountability, transparency, and continuous improvement.
Individuals must be able to pass a criminal background check and drug test.
Individuals must have a valid New Mexico driver’s license, liability insurance, insurability under the agency insurance carrier, dependable vehicle and a clean driving record.
Bachelor's degree in Occupational Safety, Risk Management, Business Administration, Public Administration, Compliance, Human Resources, Healthcare/Human Services Administration, or a related field; an equivalent combination of education and significant directly related professional experience may be considered.
Seven (7) years of progressively responsible experience in risk management, workplace safety, compliance, accreditation, operations, or a closely related field.
Three (3) years of demonstrated leadership experience overseeing organizational programs, cross-functional initiatives, teams, or enterprise-level responsibilities.
Demonstrated experience developing policies, implementing organizational controls, conducting risk or compliance assessments, and managing corrective-action processes.
Experience working within a multi-site organization is strongly preferred.
Experience with CARF or another recognized accreditation or regulatory framework is strongly preferred but not required.
Experience communicating risk, compliance, safety, or operational information to senior or executive leadership.

Nice To Haves

Professional certifications such as Certified Safety Professional (CSP), Associate in Risk Management (ARM), Certified Risk Manager (CRM), OSHA 30-Hour, or comparable risk, safety, or compliance credentials are preferred.

Responsibilities

Develop, implement, and maintain an enterprise-wide risk management framework to identify, assess, prioritize, monitor, and mitigate organizational risks.
Maintain an organizational risk register identifying material risks, responsible owners, mitigation strategies, corrective actions, timelines, and status.
Partner with organizational leaders to evaluate operational, workplace, facilities, fleet, program, regulatory, accreditation, vendor, and other organizational risks.
Identify emerging risks and trends and recommend appropriate mitigation strategies, operational controls, policy changes, or leadership action.
Establish processes for escalation of significant or unresolved organizational risks to the Senior Vice President of Human Resources and other members of executive leadership, including the President/CEO when appropriate.
Provide executive leadership and strategic direction for GINM's organization-wide workplace safety program, ensuring compliance with applicable OSHA requirements and recognized safety practices.
Establish standards and systems for safety inspections, hazard identification, incident reporting, employee training, PPE, Hazard Communication, SDS management, emergency equipment, first-aid readiness, and related safety requirements.
Oversee investigations of significant workplace accidents, injuries, vehicle incidents, customer or program participant incidents, and other safety events; ensure appropriate root-cause analysis and corrective action.
Analyze safety, workers' compensation, vehicle, property, and other loss trends to identify systemic issues and opportunities to reduce organizational exposure.
Establish and monitor key safety performance indicators and provide leadership with regular reporting on organizational performance.
Provide strategic oversight of GINM's Safety Committees and promote an organization-wide culture of safety, accountability, and continuous improvement.
Develop and oversee GINM's operational compliance framework to ensure applicable regulatory, accreditation, safety, and organizational requirements are identified, assigned, monitored, and documented.
Maintain an organization-wide compliance matrix identifying applicable requirements, responsible departments, required documentation, review frequency, and compliance status.
Partner with Human Resources, Programs, Asset Protection, Facilities, Finance, Information Technology, Operations, and other departments to monitor compliance within their respective areas of responsibility.
Identify compliance deficiencies, require appropriate corrective-action plans, monitor remediation, and escalate material or unresolved deficiencies to executive leadership.
Lead or coordinate internal compliance reviews and support external regulatory inspections, audits, or reviews as appropriate.
Ensure HIPAA compliance within the scope of assigned responsibilities and maintain the confidentiality of privileged and sensitive information.
Serve as the operational lead for GINM's CARF accreditation process and organization-wide accreditation readiness.
Establish and maintain a continuous CARF readiness process rather than relying solely on periodic survey preparation.
Coordinate the interpretation, assignment, implementation, and documentation of applicable CARF standards across GINM departments and programs.
Maintain the organizational CARF calendar, accreditation documentation, evidence requirements, responsible owners, and readiness milestones.
Conduct or coordinate internal readiness assessments, mock surveys, and compliance reviews to identify deficiencies prior to accreditation surveys.
Track CARF-related findings and corrective actions through completion and ensure appropriate evidence of remediation is maintained.
Coordinate organizational preparation for CARF surveys and support leadership, program teams, and employees throughout the accreditation process.
Ensure the Annual Accessibility Survey is completed across applicable departments, compile organizational results, and oversee development and completion of remediation plans.
Partner with program leadership while recognizing that individual departments and programs retain accountability for compliance with standards specific to their respective operations and services.
Provide strategic oversight of GINM's emergency preparedness, business continuity, and organizational response planning.
Coordinate development, maintenance, testing, and continuous improvement of emergency response and business continuity plans across GINM locations and operations.
Ensure required emergency drills, evacuation procedures, emergency communication protocols, and related preparedness activities are completed and appropriately documented.
Coordinate after-action reviews following significant emergencies, disruptions, drills, or incidents and ensure identified improvements are incorporated into organizational practices.
Partner with organizational leadership to strengthen GINM's ability to maintain critical operations and services during significant disruptions.
Serve as a strategic advisor to the Senior Vice President of Human Resources and executive leadership regarding enterprise risk, safety, compliance, accreditation, and emergency preparedness.
Develop and present regular executive-level reports identifying significant risks, safety and loss trends, compliance status, CARF readiness, corrective-action progress, emerging concerns, and recommended leadership actions.
Establish organization-wide expectations and accountability for risk mitigation, safety, compliance, and accreditation readiness.
Convene and lead cross-functional teams when necessary to address significant organizational risks, incidents, compliance deficiencies, or accreditation requirements.
Advise executive leadership regarding operations or activities presenting significant safety, regulatory, accreditation, or organizational risk and recommend appropriate corrective or preventive action.
Develop, review, and recommend organizational policies, procedures, standards, and controls within areas of responsibility.
Remain current on applicable regulations, accreditation standards, industry practices, and emerging risks affecting GINM.
Perform other incidental and related duties as required and assigned.
This position provides enterprise-wide functional leadership for risk, safety, compliance, emergency preparedness, and accreditation activities. The Director works through leaders and designated departmental owners across GINM to establish requirements, assign accountability, monitor corrective actions, and ensure organizational compliance.
The position may directly supervise assigned safety, risk, compliance, or related personnel as determined by organizational structure and business needs.
