About The Position

The Director of Resource Planning & Risk is responsible for leading all aspects of the Resource Planning and Energy Risk Management processes at the district, with independent decision-making authority. This includes strategic planning for Load Forecasting, Integrated Resource Planning, and Production Cost Modeling. The position provides analysis and explanations to support critical strategic business decisions involving NPPD’s resource/generation portfolio, long-term Power Purchase Agreements, capacity sales and purchases, the impact of regulatory requirements on resource adequacy and product offerings, and alignment and understanding of NPPD’s risk exposure before and after mitigation efforts. The incumbent interfaces with The Energy Authority (TEA) on energy market risk, supports the Energy Market Strategies Team in analyzing risks associated with capacity & market transactions, and verifies sufficient resources for these transactions. This position participates on the Risk Oversight Committee (ROC) and leads a team responsible for managing the District’s Resource Adequacy needs and creating the Load Forecast and Production Model. The role may also participate in the Southwest Power Pool (SPP) Supply Adequacy Working Group and may present to the District’s board of Directors, customers, executive management, and the Nebraska Power Review Board.

Requirements

  • BS in engineering, finance, business or economics, or related field.
  • Five to ten years of utility management experience.
  • A high degree of knowledge of analytical and risk-based modeling.
  • Ability to lead a team performing complex analytical modeling.

Responsibilities

  • Lead all aspects of the Resource Planning and Energy Risk Management processes.
  • Make strategic decisions for Load Forecasting, Integrated Resource Planning, and Production Cost Modeling.
  • Provide analysis and explanations for strategic business decisions regarding resource/generation portfolio, Power Purchase Agreements, capacity sales/purchases, and regulatory impacts.
  • Develop policies for appropriate cash reserves and manage risk exposure.
  • Interface with The Energy Authority (TEA) on energy market risk analysis and decisions.
  • Support the Energy Market Strategies Team in analyzing risks of capacity & market transactions.
  • Verify sufficient resources are available for transactions.
  • Participate on the Risk Oversight Committee (ROC) to address overall district risks.
  • Lead a team responsible for managing the District’s Resource Adequacy needs.
  • Create the Load Forecast and Production Model.
  • Participate in the Southwest Power Pool (SPP) Supply Adequacy Working Group.
  • Present technical information to the District’s board of Directors, customers, executive management, and the Nebraska Power Review Board.
  • Create a District-wide load forecast using different econometric techniques.
  • Support the development of an Integrated Resource Plan (IRP).
  • Manage the process to provide SPP with information on the District’s load and resources.
  • Interface with outside organizations like the Nebraska Power Association and SPP.
  • Provide testimony to the Nebraska Power Review Board regarding resource planning and new resource additions.
  • Conduct ad hoc studies for specific resource planning needs.
  • Ensure successful submittal of information and documentation for NPPD’s seasonal Resource Adequacy Requirements at SPP.
  • Create and maintain a long-term projection of NPPD’s capacity surplus/(deficit).
  • Collaborate on the Nebraska Power Association Statewide Load & Capability report.
  • Advocate for NPPD in external policymaking affecting Resource Adequacy.
  • Provide accurate production cost modeling results for SPP Integrated Market participation.
  • Perform what-if and other scenario modeling.
  • Support advocacy with SPP to ensure NPPD’s interests are considered in policy-making.
  • Communicate the impacts of SPP policymaking to internal work groups, executive team, Board of Directors, and customers.
  • Accountable for other duties as assigned.
