About The Position

Under the general direction of the Vice President for Student Affairs, the Director of Resource Management provides financial and workforce administration oversight, monitoring, compliance, analysis and guidance for the departments comprising Student Affairs. The Director of Resource Management has fiscal oversight for approximately $80M and more than 30 departments’ fiscal activities in the Division of Student Affairs. The division also includes two auxiliary units which receive guidance from the Director of Resource Management but maintain their own finances. This position works in coordination with Associate Vice Presidents, division departments and colleagues in the Division of Administration and Finance as well as University Personnel. The Director of Resource Management is responsible for revenue projections and estimates; budget development; monitoring budget versus fiscal expenditures; developing and enforcing policies and practices related to fiscal management; ensuring adequate funding is available to meet division and strategic priorities; development of business plans; leading professional development activities within the division; advising department staff regarding courses of action and compliance with purchasing, accounts payable, accounts receivable and personnel actions; leading development of a workforce strategy; and serving as a liaison with People and Culture on matters. This position must develop an understanding of the nature of operations, business cycles, financial trends and areas of financial risk for each fund type including CSU Operating Fund; Student Success, Excellence, and Technology Fee; Professional and Continuing Education Fund, Research Foundation; Tower Foundation; Self-Support Units; Trust Accounts; and Auxiliaries as well as collective bargaining agreements and personnel policies, practices, and processes. The Director of Resource Management leads the division’s Budget, Finance, and Talent Acquisition committee and serves on a number of committees and leadership groups including but not limited to VPSA Council, Student Affairs Leadership Team, Finance Advisory Council, and Federal Work Study Oversight Committee.

Requirements

Demonstrated ability to analyze data and make accurate projections using business mathematics and basic statistical techniques
Demonstrated ability to work with mathematical concepts such as probability and statistical inference as well as apply concepts such as fractions, percentages, ratios, and proportions
Demonstrated ability to interpret and apply financial guidelines, policies, and procedures
Strong skills in administering human resources functions including recruiting, hiring, supervising, and evaluating staff as well as interpreting HR policy
Demonstrated verbal communication skills including the ability to make presentations
Demonstrated ability to work with spreadsheets and database programs
Demonstrated ability to reconcile expenditure reports, research, and analyze information
Ability to communicate with constituents in a professional and respectful manner
Working knowledge of, or the ability to develop proficiency in, the appropriate and ethical use of emerging technologies including artificial intelligence (AI) in higher education and administrative contexts
Ability to apply emerging technologies to support operational effectiveness, data-informed decision-making, and service delivery to students, faculty, and staff
Demonstrated ability to support continuous improvement and organizational learning through the responsible application of technology within assigned areas of responsibility
Ability to evaluate potential applications, promote responsible, ethical, and equitable use, and ensure alignment with institutional policies, regulatory requirements, and strategic priorities
Bachelor's degree in business, accounting, or a related field, or in another field with relevant professional experience
Five years of progressively responsible fiscal administration responsibilities including budget development, budget monitoring, developing fiscal policies and procedures, budget forecasting, compliance, and training
Experience in overseeing human resources administration functions
Supervision experience

Responsibilities

Monitors all division accounts including CSU Operating Fund; Student Success, Excellence, and Technology Fee; Professional and Continuing Education Fund, Research Foundation; Tower Foundation; Self-Support Units; and Trust Accounts
Reviews proposed budget and salary actions to ensure conformance with established guidelines
Prepares quarterly reports of expenditures and monitors expenditures within available budget allocations
Analyzes expenditures and future needs to make recommendations for realignment to Vice President for Student Affairs
Works with department budget analysts to distribute salary, OE&E, and federal work study funds
Collaborates with division staff involved with People and Culture and managers to ensure that staffing is aligned with available fiscal resources
Responds to requests for reports and/or financial data from the Division of Administration and Finance
Receives, generates, and transmits reports and other correspondence related to fiscal administration and budget development to appropriate managers and budget analysts
Analyzes financial risks and develop action plans to mitigate risk
Chairs the division’s Budget, Finance, and People and Culture (Talent Acquisition) committee
Leads the development of a workforce strategy for the Division of Student Affairs which includes employees from multiple bargaining units as well as confidential staff, managers, student assistants, and work study students
Serves as the liaison between the division and People of Culture for policies, processes and practices
Reviews proposed personnel actions to ensure compliance with established guidelines and collective bargaining agreements
Manages and confers with People and Culture for matters pertaining to performance reviews, recruitments, collective bargaining agreement interpretations, grievances, complaints, disciplinary actions and other personnel matters
Leads professional development activities within the division including annual Learning and Professional Development Day, workshops, webinars, and employee morale events
Develops and monitors policies and procedures related to fiscal management and workforce administration in compliance with campus policies and procedures
Provides fiscal compliance training to division managers and staff with fiscal oversight as needed
Provides workforce administration training to division managers and staff as appropriate in conjunction with People and Culture
Reviews proposed budget and salary actions to ensure conformance with established guidelines as well as federal, state, local, and CSU policies and procedures
Leads annual security reviews in the division
Serves as the division approver for recruitments and ensures available funding
Assists department staff with grant writing and administration
Coordinates emergency preparedness within the Division of Student Affairs including identification of appropriate plan, roles for division staff, and simulations as well as division representative to the campus Emergency Operations Center
