About The Position

NeuSpark PDS provides person-centered, community-based supports for people with developmental disabilities. The Director of Residential Services is responsible for the overall leadership, administration, and operational oversight of NeuSpark PDS's OPWDD residential programs, including IRAs and ICFs. Reporting directly to the Chief Operating Officer, the Director serves on the Senior Leadership Team and collaborates with HR, Finance, Quality Improvement & Compliance, Clinical Supports, Community Services, Nursing, and Property Management to ensure exceptional person-centered services. The Director is responsible for regulatory compliance, operational excellence, fiscal stewardship, workforce development, quality outcomes, and continuous improvement.

Requirements

  • Advanced degree in related field or an equivalent combination of training and professional experience.
  • A minimum of ten years of professional senior management experience in the health and human services field.
  • Five years of professional experience working directly with people with developmental disabilities, mental health and/or other intellectual disabilities.
  • Demonstrated leadership in strategic planning, residential operations, regulatory compliance, quality improvement, organizational development, and person-centered service delivery.
  • Familiarity with OPWDD, DOH, CMS, and other government entities required to sufficiently operate the respective division.
  • Excellent relationship management skills, with the ability to collaborate effectively with diverse stakeholders.
  • Excellent organizational, communication, and leadership skills.
  • Proficiency in Microsoft Office Suite and electronic health record systems.
  • Valid NYS Driver’s License
  • Must be flexible as necessary with work schedule
  • 24-hour access required

Responsibilities

  • Provide operational leadership for all residential programs while ensuring alignment with the agency's mission, vision, and strategic priorities.
  • Develop, implement, evaluate, and continuously improve departmental policies, procedures, and best practices.
  • Collaborate across departments to optimize resources, strengthen operational efficiency, and support agency-wide initiatives.
  • Establish performance expectations and accountability measures for residential leadership.
  • Foster a culture of collaboration, innovation, professionalism, and continuous improvement.
  • Serve as the agency representative with OPWDD, Justice Center, community organizations, families, and other external stakeholders.
  • Manage day-to-day program operations, including staffing, scheduling, service delivery, and the coordination of support across departments.
  • Lead crisis management efforts and ensure service continuity during emergencies.
  • Ensure compliance with all applicable OPWDD, Medicaid, CMS, Justice Center, OSHA, and federal, state, and local regulatory requirements, as well as agency policies and procedures.
  • Ensure documentation and service delivery practices support person-centered services and regulatory.
  • Provide leadership and oversight to ensure all residential programs consistently meet regulatory and organizational quality standards.
  • Monitor program performance through data collection, trend analysis, quality indicators, and annual program evaluations, implementing corrective action plans as needed to improve service delivery and operational effectiveness.
  • Collaborate with the Director of Quality Improvement & Compliance to prepare for regulatory surveys, audits, and investigations, ensuring timely implementation and monitoring of corrective action plans.
  • Ensure timely reporting, investigation, documentation, and follow-up of incidents, allegations of abuse or neglect, significant events, and reportable occurrences in accordance with regulatory and agency requirements.
  • Promote a culture of accountability, compliance, and continuous quality improvement by providing guidance, education, and oversight to residential leadership teams.
  • Ensure services are individualized, person-centered, and promote independence, choice, dignity, and meaningful community participation.
  • Monitor residential programming to ensure individuals achieve personal goals and desired outcomes.
  • Collaborate with the Director of Clinical Supports to coordinate comprehensive care.
  • Meet with families, advocates, and care coordinators to address concerns, provide education, and strengthen partnerships.
  • Recruit, mentor, evaluate, and develop leadership staff through ongoing coaching, performance management, and professional development.
  • Facilitate regular managers’ meetings.
  • Assess organizational training needs and ensure compliance with mandatory training requirements.
  • Partner with Human Resources regarding recruitment, retention, employee relations, investigations, corrective action, succession planning, and performance management.
  • Promote employee engagement and accountability throughout Residential Services.
  • Develop and manage residential operating budgets in collaboration with the COO and Finance Department.
  • Monitor expenditure and staffing patterns to ensure fiscal responsibility.
  • Ensure efficient utilization of agency resources while maintaining quality services.
  • Collaborate with Finance regarding billing compliance, Medicaid reimbursement, and financial reporting.
  • Identify opportunities to improve operational efficiency while maintaining regulatory compliance.
