About The Position

The Director of Quality Management is a member of the BHTC Executive Leadership Team and is responsible for evaluating and ensuring continuous compliance with applicable RCWs, WACs, CARF standards, department policies and procedures and BHTC internal processes. You will provide leadership, oversight, planning, education, training, comprehensive quality assurance, and performance improvement programs that impact all BHTC departments. You will report to the Chief Executive Officer and provide educated and informed decision-making guidance that impacts statewide policy/procedure development at BHTCs. You will maintain uniform service and quality standards, conduct data analysis by the facility, and work with BHTC staff and supervisors, stakeholders, and others to determine training and performance improvement needs utilizing current best practices. There will be approximately 212 beds at Maple Lane, 48 beds at Brockmann, and 30 beds at Steilacoom.

Requirements

  • Master’s degree in nursing, social science, healthcare administration, public health or related behavioral health science AND minimum of eight years supervisory and management experience in a healthcare leadership role OR Doctorate degree in nursing, social science, healthcare administration, public health, or related behavioral health science OR Equivalent years of experience with at least eight of those years in a supervisory role/capacity
  • Working knowledge of accreditation standards, RTF guidelines and principles, Department of Health standards, and some knowledge of the Trueblood settlement.
  • Strong leadership skills and can effectively lead, communicate, and collaborate while maintaining a keen eye for detail, interacting with a diverse clientele, and adhering to regulatory standards.
  • Ability to manage stress and adapt to evolving business needs.
  • Genuine passion for quality management & continuous improvement.
  • Experience in compliance management and navigating regulatory requirements is essential, especially in a 24/7 institution/program setting.

Nice To Haves

  • Current Certified Professional Healthcare Quality (CPHQ) Certification.

  • Working knowledge of Microsoft Windows programs, Smartsheet, and other project-tracking tools.
  • Ability to translate complicated standards, conditions, and data to functional language.
  • At least one year of experience analyzing state and federal guidelines.
  • At least one year of experience working directly with LEAN Principles.

Responsibilities

  • Oversee identified quality compliance measures adhering to state and federal laws, regulations, regulatory framework, licensure requirements, policies, and procedures.
  • Coordinate and monitor all survey activities, including BHTC plans of corrections, survey readiness, visits, and federal and state inspections.
  • Collaborate with administration, clinicians, state hospital departments, and external stakeholders to ensure compliance.
  • Prepare and present the Quality Assurance Performance Improvement (QAPI) reports to the Governing Body.
  • Responsible for the quality management, utilization review, infection control and employee health departments and functions within the campuses.
  • Responsible for developing and leading work groups that address and resolve quality improvement projects identified.
  • Serve as a resource in quality assurance techniques, theories, standards, criteria, and regulations and provide quality assurance information, research, or resources as requested and required.
  • Plan and provide strategic and operational oversight of quality practices, workforce development, and accreditation needs.
  • Ensure compliance with applicable federal and state laws, standards of accreditation, and performance improvement.
  • Work with internal and external stakeholders, multifaceted interfacing with interdisciplinary teams/team members to accomplish agency goals.
  • Provide ongoing tracking/auditing to identify areas of growth and improvement needs and help sustain proactive quality improvement accountability.
  • Responsible for researching and expanding partnerships with programs and organizations to focus on behavioral health staffing, workforce, and retention initiatives.
