The Department of Citywide Administrative Services (DCAS) is responsible for making city government work for all New Yorkers. This includes managing iconic courthouses and municipal buildings, and purchasing over $1 billion annually in goods and services for more than 80 City agencies. DCAS ensures that all agencies can deliver on their missions, touching every facet of City government and supporting daily operations. The Office of Citywide Procurement (OCP) is the centralized procurement line of service, ensuring procurement processes comply with all rules and mandates. OCP is responsible for citywide contract management, quality assurance, and supply chain management, supporting environmental and economic justice goals. The selected candidate will oversee a staff of up to 25 employees and inspection units for Health & Safety, Food and Specialized Commodities, and Fuel and Automotive. This role involves developing Quality Assurance policies and procedures, establishing progress-tracking methods for inspections, and evaluating inspector/technician performance through data analysis and reporting. The position also includes implementing an employee cross-training program, coordinating quality improvement processes with interdepartmental units, and managing relationships with external third-party labs for sample submission and data retrieval. The Director will participate in the review of product requirements, compile quality control reports, manage non-conformity reports, and investigate customer complaints. Travel within the five boroughs and occasionally out-of-state is required. The role also involves participation in emergency response efforts and ensuring succession planning is documented.
