About The Position

The Department of Citywide Administrative Services (DCAS) aims to enhance the functionality of New York City's government for all residents. DCAS manages iconic city buildings, procures over $1 billion in goods and services annually for more than 80 city agencies, and ensures these agencies have the necessary resources to succeed. The department's work is crucial for the daily operations of the City of New York, guided by principles of equity, effectiveness, and sustainability. DCAS is involved in recruiting, hiring, and training city employees, managing 56 public buildings, handling property transactions, overseeing the city's green municipal vehicle fleet, and leading efforts to reduce carbon emissions from government operations. Working at DCAS means supporting all city agencies and contributing to the future of New York City. The Office of Citywide Procurement (OCP) is the central procurement unit responsible for ensuring compliance with procurement rules and mandates, citywide contract management, quality assurance, and supply chain management, all while upholding public trust and supporting the city's environmental and economic justice goals.

Requirements

  • A baccalaureate degree from an accredited college and four years of satisfactory full-time experience in purchasing and or inspecting supplies, materials, products and services such as: paints, linoleum, hose, sand, brick, wire, shades hardware and tools, plumbing, electrical machine shop, building and cleaning supplies; furnishings and furniture, lumber and wood related products, metals, equipment, foods, drugs and chemicals, fuel, textiles, printing, stationery, automotive equipment and/or repairs, transportation services and other comparable items and/or services; at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or
  • An associate degree from an accredited college, plus six years of satisfactory fulltime experience as described in "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or
  • A four-year high school diploma or its educational equivalent and eight years of satisfactory full-time experience as described "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or
  • A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit may be substituted for experience on the basis of 45 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma or its educational equivalent and at least three years of satisfactory full-time experience as describe in "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity.

Responsibilities

  • Oversee a staff of up to but not limited to 25 employees.
  • Oversee inspection units of Health & Safety, Food and Specialized Commodities (Miscellaneous), Fuel and Automotive.
  • Develop Quality Assurance policies and procedures to ensure all employees follow guidelines for quality assurance follow-up procedures.
  • Establish and maintain progress-tracking methods for status of quality control turnover on inspections.
  • Evaluate inspector/technician performance by gathering relevant data and producing statistical reports to establish and conduct training, where deemed applicable.
  • Responsible for implementing an employee cross-training program.
  • Implement ongoing quality improvement processes in conjunction with interdepartmental units to streamline processes to reduce waste and increase efficiency.
  • Coordinate with external third-party labs in implementing procedures for sample submission and data retrieval, including internal preliminary samples as well as finished product samples.
  • Participate in the review of product requirements and functional specifications.
  • Compile quality control reports, create statistical process control metrics, manage non-conformity material discrepancy reports, and recommend continuous improvement activities.
  • Investigate and record customer complaints regarding product performance, specifications, and reliability.
  • Travel to site locations within the five boroughs and out-of-state, periodically.
  • Participate in Agency and Citywide Emergency response efforts when asked upon.
  • Coordinate with Quality Assurance supervisors to ensure succession planning is enforced and documented.
  • Perform other related duties.
