About The Position

The Director of Quality and Compliance reports to the Chief Strategy Officer and leads OneQuest Health's quality improvement, regulatory compliance, and risk management functions, while directly supervising the Quality Assurance Specialist. This role ensures organizational policies and procedures reflect Kentucky Administrative Regulations (KAR), Council on Accreditation (COA) standards of best practice, and contractual agreements per the Department for Community Based Services (DCBS). The Director establishes and maintains the mechanisms and processes OneQuest Health uses to monitor quality and compliance and measure organizational effectiveness, leads the identification, tracking, evaluation, and reporting of organizational risk, and facilitates COA and/or other national accreditation processes.

Requirements

  • Master's degree preferred, bachelor's degree accepted, in healthcare, human services, or a related field, and 5 years of experience.
  • Demonstrated experience in regulatory compliance, risk management, and/or quality improvement within a healthcare, behavioral health, or human services setting preferred.
  • Demonstrated ability to supervise, train, and develop staff.
  • Effective communication, presentation, and project management skills.
  • Experience or familiarity with electronic health records system(s).
  • Ability to utilize data analytics to inform program and operations effectiveness.
  • Willingness to use AI-assisted tools to support compliance documentation, reporting, and quality analytics.

Responsibilities

  • Maintain the annual update of the OneQuest Health PQI Plan and facilitate activities of the Quality Assurance Committee (QAC), including regular meetings on at least a quarterly basis.
  • Ensure the case record review process is conducted on at least a quarterly basis, and that corrective actions are completed as identified.
  • Train staff in utilizing the PQI process, including introduction during new employee orientation, and meet regularly with PQI Teams to support development and measurement of initiatives.
  • Oversee ongoing quality monitoring, including evaluation of outcomes reports and the client and consumer feedback program, incorporating results into PQI processes.
  • Ensure program policies and procedures reflect minimum requirements per KAR, COA standards of best practice, and contractual agreements per DCBS.
  • Facilitate reviews of program procedure manuals with Vice Presidents and designees at least every two years, to ensure procedures reflect current practice and remain aligned with both licensing regulations and COA standards.
  • Serve as a primary point of contact for regulatory inquiries and surveys from the Cabinet for Health and Family Services (CHFS), the Office of Inspector General (OIG), and COA, in coordination with the Chief Strategy Officer.
  • Maintain a license renewal calendar across all OneQuest Health subsidiaries and ensure timely, complete submission of all required renewals.
  • Work with the Director of Health Information Management to advance data reports, and accommodate data requests from internal and external stakeholders.
  • Prepare dashboards for evaluation of services and outcomes, and ensure tracking of identified quality measures for internal and external reporting.
  • Lead the annual review and update of OneQuest Health's Risk Management Plan.
  • Lead quarterly risk management reporting in conjunction with QAC meetings, and integrate risk findings into PQI processes; provide risk management updates to the Chief Strategy Officer on an ongoing basis.
  • Lead incident review and critical event reporting processes, ensuring timely investigation, documentation, and completion of corrective action.
  • Ensure mechanisms are in place for monitoring organizational compliance with KAR and COA standards related to facility safety, emergency drills, and procedures, in coordination with the VP of Residential Services.
  • Maintain oversight of the grievance process, ensuring timely review, response, and resolution consistent with regulatory requirements.
  • Identify emerging risk trends across OneQuest Health subsidiaries, evaluate findings, and recommend mitigation strategies to the Chief Strategy Officer and leadership team.
  • Facilitate activities of the COA reaccreditation process and/or other national accreditation processes as applicable.
  • Supervise, train, and support the professional development of the QA Specialist.
  • Assist the Chief Strategy Officer with program data and reporting to inform development of the annual business plan and annual report to stakeholders.
  • Attend and provide required trainings, and perform other duties as assigned by the Chief Strategy Officer or Chief Executive Officer. Must be able to perform the essential functions of this position with or without reasonable accommodation.
