About The Position

The Director of Purchasing serves as BRC’s centralized procurement authority, responsible for the leadership, governance, and day-to-day management of the organization’s purchasing and procurement activities. Reporting to Chief Administrative Officer, this role oversees the full procurement lifecycle—from planning and solicitation through contract execution, payment coordination, and compliance—ensuring all purchasing activities are conducted in a fair, transparent, and cost-effective manner consistent with NYC, New York State, funder, and organizational requirements. The Director plays a critical role in strengthening internal controls, optimizing procurement systems, and promoting supplier diversity while supporting BRC’s operational and mission-driven goals.

Requirements

  • Bachelor’s degree in business administration, finance, logistics, supply chain management, or related field.
  • Minimum of 7 years of progressively responsible procurement experience, including 5 years in a supervisory role.
  • Experience with competitive procurement, contract negotiation, and compliance oversight.
  • Strong analytical systems, and advanced Excel skills.
  • Excellent written and verbal communication abilities.

Nice To Haves

  • Experience in NYC nonprofit or public-sector procurement environments
  • Knowledge of NYC and NYS procurement rules, NYC PASSport system, and grant-funded purchasing.
  • CPP, CPSM, or similar professional certification.
  • Experience implementing or optimizing procurement systems.

Responsibilities

  • Serve as the organization’s centralized authority for purchasing and procurement activities across all departments.
  • Develop, implement, and maintain agency-wide procurement policies, procedures, and guidelines aligned with organizational and financial objectives.
  • Establish procurement goals, performance metrics, and reporting frameworks.
  • Partner with executive leadership, Finance, Legal, and program teams.
  • Oversee day-to-day purchasing operations to ensure timely and compliant procurement.
  • Partner with Accounts Payable on requisitions, purchase orders, goods receipt, and invoice reconciliation in procurement software, or successor systems.
  • Review and approve purchase orders to ensure required approvals are met.
  • Lead process improvements and procurement system enhancements.
  • Analyze procurement and spending data to support forecasting and cost controls.
  • Ensure compliance with NYC, New York State, and funder procurement regulations.
  • Maintain audit-ready procurement documentation.
  • Lead procurement audits, monitoring reviews, and corrective action plans.
  • Provide procurement compliance guidance and training to staff.
  • Oversee competitive procurements including bids and requests for proposals (RFPs).
  • Review, negotiate, and manage contracts and pricing agreements.
  • Serve as the primary organizational point of contact for vendors.
  • Implement vendor performance management and compliance monitoring.
  • Advance supplier diversity and M/WBE participation objectives.
  • Track and report supplier diversity metrics.
  • Develop and maintain a competitive and diverse vendor pool.
  • Supervise, coach, and evaluate Purchasing department staff.
  • Design efficient workflows and staffing models.
  • Promote a collaborative, service-oriented procurement culture.
  • Provide procurement training to non-procurement staff; including working collaboratively with subject matter experts to draft scopes of work for RFPs.
  • Lead initiatives such as purchasing cards and supplier punch-out functionality.
  • Remain current on procurement regulations, best practices, and technologies.
  • Perform other related duties and special projects as assigned, which could include travel to BRC sites in Manhattan, Queens, Brooklyn, and Bronx.
