About The Position

Under the general administrative direction, to serve as the principal administrative officer for the Public Works Department; to plan, direct, review, and manage department activities and operations focused on providing a wide range of public service activities. This position has overall responsibility for managing a wide range of public service activities including capital planning, roadways, facilities, fleet maintenance, water treatment, water distribution and wastewater management.

Requirements

  • Strong ability to analyze financial data, prepare comprehensive reports, and make recommendations based on findings.
  • Knowledge of grant writing, application processes, administration, compliance, and reporting requirements.
  • Familiarity with local, state and federal regulations related to public works, financial management, and procurement procedures.
  • Knowledge of municipal utility accounting and billing
  • Proficiency in developing, monitoring, and managing budgets to ensure financial targets.
  • Excellent ability to manage multiple tasks, prioritize work effectively, and meet deadlines.
  • Strong verbal and written communication skills to interact effectively with both internal and external stakeholders.
  • High level of accuracy and attention to detail in financial analysis, data entry, and documentation.
  • Ability to oversee and manage the financial operations of the DPW, including budgeting, accounting, and financial reporting.
  • Ability to coordinate ongoing projects.
  • Ability to effectively manage the full lifecycle of grants, from identification and application to administration, compliance and reporting.
  • Effective communication skills. Must be able to present financial information clearly to stakeholders, collaborate with team members, and provide financial guidance and recommendations.
  • Bachelor’s degree in business or related field
  • Minimum of 5 years municipal public works or related field experience, with progressively increased responsibility in general office operations.

  • MCCPPO certification required within 12 months of hire.

Responsibilities

  • Plan, organize, manage, lead and direct the overall operations, maintenance and repair of municipal services including, but not limited to, roadways, landscape, facilities, engineering, and fleet maintenance.
  • Oversee Public Works functions including inspections, water quality and waste management reporting, Capital Improvement Project Programs, and Emergency Management.
  • Select, assign, train, direct, and evaluate subordinate staff; assure training and guidance for staff involved in various aspects of public works and related services; oversee and implement disciplinary personnel actions when necessary.
  • Participate as a member of the Town’s Executive team; provide assistance to the Town Manager and Town Council on Capital improvement Projects and Public Works service-related matters.
  • Oversee project management for the construction of the municipal public works projects; oversee assigned projects to ensure contractor compliance with time and budget parameters for the project.
