Under the direction of the City Manager, this role plans, organizes, and directs the activities of the Public Works departments and divisions. The position performs administrative and professional work directing the activities of the Public Works Department. This role is responsible for assisting in the development of City goals, objectives, and priorities, and establishing departmental programs consistent with these aims. The Director plans, organizes, monitors, and directs all departmental programs and activities, overseeing and evaluating their efficiency and effectiveness. This includes participating in the selection, assignment, supervision, training, and discipline of department employees in accordance with City policy, and ensuring employees are instructed in job safe practices. The role also involves conferring with federal, state, and county agencies, preparing City Council agenda items, representing the department at various meetings, and making presentations. Serving on regional, community, and professional boards and committees, negotiating and administering contracts, and responding to public inquiries are also key functions. The Director authorizes purchases, provides staff assistance and technical advice to the City Manager and other department heads, drafts correspondence, monitors program compliance, and prepares staff analysis and reports. Budgetary responsibilities include estimating revenues and expenditures, preparing and administering the department budget, developing fee schedules, and preparing specifications for projects and equipment. The role also implements Federal and State Mandates, administers mandatory annual reports, ensures safe storage of volatile materials, prepares periodic reports, researches funding opportunities, and reviews/recommends awards for RFPs. A variety of other duties may also be assigned.
