The Director of Public Works is responsible for the strategic leadership, administration, and oversight of all Public Works operations, including engineering, infrastructure, utilities, solid waste, and traffic systems. This position ensures the delivery of high-quality, efficient, and compliant public services that support the City's infrastructure needs and long-term growth. The Director plans, directs, and evaluates departmental operations, establishes service levels, and implements innovative solutions to improve operational effectiveness. The Director is also responsible for advancing capital improvement initiatives, maintaining regulatory compliance, and fostering a culture of safety, accountability, and continuous improvement. Provides executive leadership and oversight for all Public Works functions, including engineering, right-of-way (ROW) maintenance, water and wastewater systems, solid waste and recycling services, and traffic operations. Plans, develops, and implements the City's Capital Improvement Program (CIP), including project prioritization, budgeting, design, and construction oversight. Establishes and maintains engineering design standards, technical specifications, and operational procedures to ensure consistency, quality, and regulatory compliance. Coordinates with federal, state, and local regulatory agencies to secure permits, approvals, and funding for infrastructure projects. Oversees the acquisition, management, and disposition of easements, rights-of-way, and real property necessary for public projects. Identifies, pursues, and administers federal, state, and local grant opportunities; ensures full compliance with all funding requirements, including environmental and contractual obligations. Directs departmental budgeting, financial management, and resource allocation to ensure fiscal responsibility and alignment with City priorities. Monitors and evaluates the efficiency and effectiveness of programs, services, and operational methods; implements improvements as needed. Ensures compliance with all applicable safety standards, environmental regulations, and legal requirements; promotes a strong culture of workplace safety. Serves as the Traffic Director, providing oversight of traffic management strategies. Represents the City in meetings and negotiations with other municipalities, county, state, and federal agencies, as well as developers, contractors, and the public. Responds to citizen inquiries, concerns, and service requests; identifies issues and implements effective, timely solutions. Collaborates with other City departments to support coordinated planning and service delivery. Must have and maintain, without interruption, all necessary licenses, certifications, clearances, and/or job requirements. Works the assigned schedule and complies with the City's timekeeping and attendance policy.
