About The Position

The Director of Psychosocial Rehabilitation Services (PSR) and Emerging Adults (EA) provides senior level strategic, operational, and clinical oversight of Park Center's PSR and Emerging Adults programs. Operating at the intersection of program strategy and organizational leadership, this role is responsible for setting program direction, building and sustaining high-performing teams, ensuring compliance with regulatory and funding requirements, and driving measurable outcomes for members. The Director serves as a key member of the senior leadership team and exercises independent judgment in translating organizational goals into program-level results. This position is distinguished from Manager and Supervisor-level roles by its strategic scope, cross-functional accountability, and authority over program design, staffing structure, and resource allocation.

Requirements

Master's degree required in social work, psychology, counseling, public health, nonprofit management, or a closely related field.
Bachelor's degree from an accredited institution in social work, sociology, vocational rehabilitation, or related field may be considered with substantial equivalent experience.
Minimum of five (5) years of progressive experience in mental health, behavioral health, or human services settings.
Minimum of three (3) years in a supervisory or management role with direct oversight of staff teams.
Demonstrated experience leading organizational or programmatic change, including navigating and addressing resistance.
Strong working knowledge of TennCare requirements, TDMHSAS licensure standards, and CARF accreditation expectations.
Demonstrated ability to interpret and apply financial and programmatic data to decision-making.
Skilled in performance management, including constructive coaching, corrective action, and professional development planning.
Excellent written and verbal communication skills appropriate for executive-level reporting, community engagement, and direct staff interaction.
Ability to build and maintain productive relationships across organizational levels and with external stakeholders.
Must possess a valid driver's license, proof of personal automobile insurance, and be insurable under Park Center's automobile insurance policy.
Must hold or obtain CPRP certification within one (1) year of hire.

Responsibilities

Set the vision, annual goals, and performance benchmarks for PSR and EA programs in alignment with Park Center's strategic plan.
Lead the design, implementation, and continuous improvement of program models, service delivery frameworks, and member engagement strategies.
Translate organizational priorities into actionable program-level plans with measurable outcomes and defined accountability.
Identify structural barriers to program access and equity and develop sustainable solutions.
Represent program interests at the executive leadership level, contributing to agency-wide strategic decisions.
Present program performance data analysis and updates to the Executive Leadership Team in PM&F meetings and other leadership forums.
Provide direct supervision, coaching, and professional development to program managers and supervisors, including the EA Housing Supervisor and PSR Sr. Manager.
Establish clear performance expectations and conduct formal performance reviews for all direct reports.
Authorize and oversee corrective action, performance improvement plans, and progressive discipline in partnership with Human Resources.
Approve new hire selections, determine staffing structure, and ensure adequate program coverage at all times.
Cultivate a culture of accountability, trauma-informed practice, and recovery-oriented service delivery across all program teams.
Champion staff professional development by identifying training needs and supporting credentialing (e.g., CPRP certification).
Ensure that all supervisees understand and consistently apply trauma-informed and recovery language with members, agency staff, and community partners.
Ensure full compliance with TennCare guidelines, TDMHSAS licensure standards, CARF accreditation requirements, and all applicable federal, state, and local regulations.
Oversee the accuracy, completeness, and timely submission of all program documentation, including progress notes, care plans, and outcome data.
Conduct bi-weekly individual supervision with all direct reports and ensure direct reports conduct supervision with their teams at the same cadence.
Review with the PSR Sr. Manager and the EA Supervisor documentation audits during supervisions to include weekly progress notes and recovery plans to ensure clinical and documentation standards are met.
Partner and collaborate with Quality Improvement to implement compliance strategies and respond timely to audit findings.
Establish and maintain program policies, procedures, and operational guides that are current, accessible, and consistently implemented.
Coordinate and approve Paid Time Off (PTO) for direct reports to ensure uninterrupted service delivery and adequate coverage.
Responsible for program budget development, monitoring, and variance analysis for PSR and EA programs.
Interpret financial data to inform staffing, operational, and programmatic decisions (in review w/CPO).
Ensure program operations remain within budget and present financial concerns proactively to the CPO and CFO.
Identify and pursue funding opportunities, grants, and partnerships to sustain and expand program capacity.
Serve as a visible, credible ambassador for Park Center's PSR and EA programs in the Nashville behavioral health community.
Build and sustain strategic partnerships with referral sources, community organizations, and key stakeholders.
Maintain respectful, proactive relationships with residential property neighbors and community partners.
Represent PSR and EA programs at community forums, collaborative meetings, and agency events.
Engage directly with members in program activities when appropriate to strengthen rapport and model recovery-oriented values.
Identify, assess, and proactively address risks to program operations, member safety, financial stability, and organizational reputation.
Implement risk mitigation strategies in partnership with the CPO and Quality Assurance team.
Ensure all direct care staff facilitate coordinated support services and participate in Care Coordination meetings on a regular basis.
Escalate critical incidents, safety concerns, and compliance risks to the CPO and executive team in a timely manner.
Model and promote cultural humility, equity, and inclusion in all program and personnel decisions.
Create conditions that welcome the lived experience of psychiatric diagnosis, addiction, homelessness, and trauma as assets in the workforce and in service design.
Actively pursue ongoing development in cultural competency through training, events, and community engagement.
