About The Position

The Director of Project Management functions as the overall lead and personnel manager for Fed-Florida Division’s Project Management Office (PMO), ensuring strong project management, project financial wellness, and coordination among Project Managers, Project Coordinators, Engineers, the Business Office, other Salas O’Brien offices, subcontractors, and teammates. Work duties will vary and require flexibility and versatility. The Director of Project Management leads and oversees all operational and business development duties that impact the Department as outlined below. This position operationally reports to the Director of Design Operations and administratively reports to the Managing Principal.

Requirements

  • Bachelor’s degree required from an ABET-accredited program
  • 12-15 years of professional project management experience
  • Certifications: Project Management Professional (PMP)
  • Proficient with Microsoft 365 applications, including but not limited to Word, Excel, Teams, Project, and PowerPoint.
  • Experience with Bluebeam, Sharepoint, SpecsIntact, RSMeans, CAD, Revit, and Creo software is highly preferred.
  • Current US Passport
  • Valid/Unrestricted FL driver license
  • Must be a US Citizen for Security Clearance requirements.
  • Active/Interim or ability to obtain Secret Security Clearance.

Responsibilities

  • Manage and oversee projects and programs as needed. Program/project size, length, and complexity will vary.
  • The Director of Project Management may assign themselves to manage any project at their discretion.
  • Once assigned, they are responsible for self-performing the job functions of the Project Manager in accordance with the responsibilities of that position, the Project Management Plan (PMP), and Quality Control (QC) program assigned to that project.
  • Responsible for the overall performance, resources, and technical quality of PMO in the execution of all work performed by or through Fed-Florida.
  • Participates in Fed-Florida Quality Control Program providing approval of select PMO work products, and/or performing Design Manager responsibilities when assigned.
  • Ensure adherence to Fed-Florida’s quality control standards, including pass-through services/consulting.
  • Assist with coordination of change orders of own projects and other project managers as needed.
  • Oversee PMO project resource assignments, including Project Managers and Project Coordinators. Inform relevant departments (Business Office/QC/engineering disciplines) of project assignments.
  • Ensure Project Management personnel resources assigned to each project have been provided clear expectations for the technical scope of work, budget, and schedule as well as subcontractor management expectations.
  • Create, manage, and maintain the PMO Guide. Enforce adherence to the PMO Guide by all Merritt Island personnel. Solicit input for improvements and coordinate regular updates (2-3 updates annually). Coordinate with QC to ensure consistency and prevent conflicts.
  • Oversee the upkeep of PMO documentation/templates. Delegate updates and provide review.
  • Coordinate with the Business Office to manage and oversee smaller engineer-led projects and ensure PMO Guide adherence.
  • Provide robust subcontractor/inter-company purchase order (ICPO) management process and controls.
  • Coordinate weekly deliverable lookahead meeting and ensure action items are completed.
  • Oversee/Coordinate department personnel, badging, clearances, hardware, software, software licenses, registrations and certifications requirements necessary to satisfy contract requirements. Ensure all work performed by or through Fed-Florida has the required project management resources necessary to meet project requirements. Others perform the majority of these tasks; however, the Director is responsible for ensuring their staff have the proper tools to perform their respective duties.
  • Provide clear and concise information to Department personnel to ensure company-wide, office-wide, or Department specific messages are provided to the Department. This may be for information only purposes; however, there could be instructions, compliance, policy, procedure, etc. information that needs to be carefully messaged as well as providing Department specific impacts.
  • Lead, mentor, and develop Project Managers and Project Coordinators. Conduct personnel evaluations as frequently as necessary (at minimum for mid-year and end-of-year bonus determination and annual performance review). Set and communicate performance expectations, requirements, and goals for staff. Facilitate Leadership support to achieve goals and foster employee development.
  • Recognize exceptional performance and document under-performance of Department personnel. Documentation includes clear records of what went well and what needs correction. Ensure systemic/repeating performance issues are documented with HR.
  • Based on an individual’s performance (positive or negative), expectations and professional growth goals, ensure Design Directors understand how those individual expectations and goals should be applied on a project-specific basis.
  • Frequently engage with Department personnel; use company-provided resource management tools; and coordinate with Fed-Florida Leadership (as required) to convey resource projection needs. The goal is to manage average workloads at 85%-90% utilization based on health of the job market and the capacity to execute forecasted work.
  • Manage development of a subcontractor control and management plan, with guidance from senior project managers and Directors.
  • Manage personnel and staffing of the Project Management Office.
  • Coordinate with Leadership and Business Development personnel to understand workload projections and manage staffing resources accordingly. Develop long-term staff utilization and resource plans to determine required staffing level.
  • Coordinate external technical resources (other Salas O’Brien offices), sub-contractor, and vendor selection and management when necessary for staff augmentation or project performance.
  • Coordinates with Fed-Florida leadership and provides necessary documentation to support staff hiring/termination decisions.
  • Coordinate with Fed-Florida Leadership, HR and Salas O’Brien Recruiter to post job requisitions, conduct interviews, update job descriptions, coordinate salary/benefits package and review offer letter/compensation packages.
  • Ensure the new hire checklist reflects the latest company, office, and department-specific requirements prior to the employee’s start date.
  • Provide constructive criticism to other Fed-Florida Directors based on interactions with personnel from other Fed-Florida departments. Solicit constructive criticism from Fed-Florida Directors to improve the Project Management Office.
  • Report to Merritt Island executive team on progress and performance of PMO, including staffing needs, portfolio of projects, etc.
  • Present, in consultation with the Business Office, the portfolio of ongoing projects for budget and control to Merritt Island leadership.
  • Provide top-level budget, metrics, and projections

  • Coordinate proposal development and/or provide numbers for project management staffing for projects.
  • Develop and oversee project management cost buildup process/tool for implementation in the proposal development stage.
  • Develop and maintain the process to transition projects from Proposal Phase to Execution Phase.
